Duties
Monitors and assesses the implementation and effectiveness of I&A's DEIA Inclusive Diversity Strategic Plan (IDSP) to ensure that I&A's efforts are consistent and integrated with Component efforts to support DHS DEIA goals and objectives. Support human capital diversity objectives and efforts in all phases of the employee life cycle, including but not limited to recruiting, hiring, selection and on-boarding.
Analyzes DEIA information and metrics through the Federal Equal Opportunity Recruitment Program (FEORP) to identify personnel management practices or deficiencies contributing to employee/applicant barriers to employment and advancement. Provides recommendations to increase efficiency and efficacy, as well as inclusive management practices to enhance employee engagement and team performance. Collects and analyzes input and data on operating policies, priorities, procedures and plans in implementing DEI programs.
Requirements
- Must be a current permanent Federal employee
- Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
- Must NOT have any pending/outstanding disciplinary actions
- Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
- Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
- The program does not apply to members of the Military service or contractors.
Qualifications
Qualifications required:
Broad knowledge of analytical and investigative techniques for analyzing and assuring the effectiveness, efficiency and productivity of the administration of DEIA requirements.
Understands organizational structure missions and identifies organizational relationships analysis; Improves the techniques employed by the workforce, assess the overall health of the DEI office and improve the design of the organization.
Expansive knowledge of personnel practices, position management, performance standards, and related matters in order to serve as an effective management consultant in the DEIA area (combines knowledge with a thorough understanding of specific workload in order to prepare recommendations on changes/improvements within the mission).
