Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Associate Director for Administration, Human Resources Division, in the Benefits and Systems Branch.
This position is ONLY open to current Department of the Interior (DOI) employee serving under a permanent competitive service appointment or a current DOI employee with eligibility under a special appointing authority for an excepted service appointment (e.g. 30% Service Connected, Schedule A, Pathways within the 120 day conversion time frame)
At the full performance level (GS-11) the major duties of this position include but are not limited to the following:
Carries out a variety of benefits functions, advises management and counsels employees on such programs as health and life insurance, leave, Thrift Saving Plan (TSP) and the Federal Employees Compensation Act (FECA).
Responsible for administering the benefits program and providing advice to managers, supervisors, and employees concerning the Uniformed Services Employment and Reemployment Rights Act, and other complex pay/leave/reemployment/benefits provisions.
Provides advice on/calculates retirement determinations in complex cases, such as disability retirements; provides advice and guidance on similarly complex entitlement determinations where the benefit program and/or requirements are vague or difficult to apply specific cases.
Handles correspondence to employees/survivors on complex, delicate, or highly contested determinations of benefits eligibility.
Interprets and clarifies policies, directives and other issuances.
Responsible for carrying out benefits activities and providing advice to managers, supervisors, and employees concerning the Uniformed Services Employment and Reemployment Rights Act.
Oversees timely processing of workers' compensation claims to ensure expeditious closing-out of routine claims and coordination with Department of Labor on long-term cases.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Sterling, VA Salary Rate Range Information(Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
GS-05: $42,870 - $55,736
GS-07: $53,105 - $69,035
Jefferson LA Salary Rate Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
GS-05: $46,696 - $49,009
GS-07: $53,105 - $60,703
Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet either the Specialized Experience or Education for the grade to which you are applying.

Specialized Experience:
GS-5 Specialized Experience:
A. General Experience: To qualify for the GS-05, you must possess at least 3 years of general experience, one year of which is equivalent to at least the GS-04 grade level. General experience is defined as 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-04, that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; AND
Plan and organize work; AND
Communicate effectively orally and in writing.

B. Education: To qualify for the GS-05 grade level, you must have completed 4-year course of study leading to a bachelor's degree.

C. Combination of Experience and Education: Combination of post high school education and experience that equals 100% of the requirement for the GS-05 grade level.

GS-7 Specialized Experience
A. T o qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-5 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Introducing the Federal Employees' Health Benefit program, the Federal Employees' Group Life Insurance program, the Thrift Savings Plan, and the Federal Employees' Retirement System to new Federal employees through the independent performance of the Entrance on Duty process; AND
Serving as the primary point of contact for processing new health and life insurance elections in the Federal Payroll Processing System; AND
Calculating service computation dates.

One full year of successfully completed graduate level education OR

Combination of Education and Experience: Equivalent combinations of successfully completed graduate level education and experience that when combined, equal 100% of the total requirement for the GS-7 grade level.
