Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Human Resources Division, HR Benefits and Systems Unit, Sterling, VA. This position is being advertised as both location negotiable after selection and with a duty station(s) of Sterling, VA or Jefferson, LA with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval". At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Working in a fee-for-service environment you will serve as the Benefits Officer for serviced agencies outside of those serviced within the Department of the Interior, and liaison directly with TSP, OPM, DOL, and other benefit/retirement related programs and agencies in resolving complex issues such as FERCCA, OWCP, incentive authorities, etc. 2. As the Benefits Officer, you will develop and submit data requests, financial literacy plans, Federal register comments, etc on behalf of our non-DOI serviced agencies, as requested by OPM and other regulating agencies. 3. You will apply expert knowledge on the full range of benefits and retirement (FEHB, FEGLI, TSP, FEDVIP, FLTCIP, FSAFEDS, FERS/RAE/FRAE, CSRS, CSRS Offset, OWCP) to provide counseling to employees and beneficiaries, input to legal counsel/settlement agreements, and assist management with workforce planning as it relates to retirement, benefits, and early out authorities. 4. To ensure accuracy of retirement and benefits coverage, you will conduct regular internal quality control reviews and respond to external audit requests, taking action to analyze, identify, and correct discrepancies utilizing service histories, retirement records, FPPS, etc. You will provide internal training to remediate recurring errors, as necessary. 5. As the technical expert, you will research and analyze new or proposed retirement/benefits instructions, policies, or laws to provide technical guidance and advisory services to client leadership, management officials, and other HR Specialists on impacts/changes to HR programs. You will develop standard operating procedures (SOPs), processing guides and maps, checklists, and workflow documents, etc. to ensure clarity and consistency in processes and to facilitate the meeting of strategic HR metrics in accordance with established agreements. The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information For Sterling, VA - GS-13: $112,015 - $145,617 per annum For Jefferson, LA - GS-13: $98,496 - $128,043 per annum Location Negotiable - GS-13: $98,496 - $128,043 per annum The posted salary range for Location Negotiable is that for locations which do not fall within a specific pay locality table. Your final salary will be determined based on where you live. Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) reviewing retirement and/or benefit program changes and leading or assisting in the development of policy, standard operating procedures or training for HR staff, managers, or employees; 2) conducting quality control reviews and identifying and correcting retirement and benefits errors; 3) performing the full range of retirement services, to include calculating creditable civilian service deposits/redeposits, preparing annuity estimates, processing the full range of retirement applications, providing survivor counseling and claims processing, and identifying and correcting retirement coverage errors; AND 4) performing the full range of benefits services, to include determining eligibility, conducting the annual open season, processing benefit elections, and resolving election discrepancies.
