Duties
This position is located in the Department of the Interior (DOI), Bureau of Safety & Environmental Enforcement (BSEE), Associate Director for Administration, Human Resources Division and serves as a Supervisor for the Gulf of Mexico Region (GOMR).
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
Directs senior level human resources specialists in the Classification and Recruitment and Placement programs for BSEE, Bureau of Ocean Energy Management (BOEM), Office of the Secretary, and other fee-for-service clients within the Department of the Interior and other agencies.
Assures uniform application of all administrative and operational policies and procedures, coordination of all related responsibilities, and resolution of problems encountered in day-to-day operations.
Analyzes and evaluates execution, identifies problem areas, and originates solutions to complex and unusual issues arising in the Classification and Recruitment and Placement programs.
Identifies projects to be accomplished, desired outcomes, timelines, and priorities, and assigns projects to analyze, develop, research, evaluate and prepare final products that may include briefings, information papers, and final policy documents for the Division.
Plans, assigns, and evaluates work of employees. Oversees and directs the work of the branch. Assures reasonable equity among subordinate's performance standards and rating techniques.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
GS-14: $122,198 - $158,860

Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the grade to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Performing recruitment services using competitive (delegated) examining and merit promotion procedures; AND
Providing advisory services to HR staff and client managers in Federal Staffing to include Delegated Examining, Merit Promotion, and Hiring Reform Initiatives; AND
Developing procedures for, and/or implementing, hiring reform initiatives for HR staff performing competitive examining; AND
Serving as the Lead (formal or informal) for a human resources operational function, policy area, or team of other HR staff.
