Health System Specialist (Credentialing & Privileging Analyst) Reviews and completes quarterly reports required by VA Central Office. Analyzing problems and present both written and oral recommendations taking into consideration the wide range of factors and requirements which affect the management of the health care delivery system. Reviews and participates in the development of privileging forms. Functions as facility's subject matter expert. Position is assigned to the Chief of Staff office.
Duties
Duties include but not limited to:
Attention to detail.
Manage multiple projects and priorities and meet deadlines.
Analyzing applications, documents, files and other material pertaining to the C&P program.
Correspond effectively via emails, letters, reports, committee minutes, report card responses, issue briefs and State Licensing Boards.
Communicating complex and highly technical information to group of managers, clinical providers, administrative personnel, and outside contacts regarding C&P program requirements.
Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the C&P operations
Manages special projects for new program initiatives and requirements and for process
improvements and changes.
Provides data analysis support leads in implementation practices and procedures.
Collaborates with VA personnel and external medical professionals to ensure revisions followed and documented.
Provides technical guidance and supports program leadership by conducting and analyzing healthcare provider industry studies.
Validates conclusions and recommendations, estimates, projects, or forecasts established from healthcare industry studies and participates in high level multi-functional teams to oversee the accomplishment of long term plans.
Completes other duties as assigned.
Work Schedule: 8:00 AM - 4:30 PM Monday - Friday

Individual Occupational Requirements - Health System Administration Series, 0671
Undergraduate and Graduate Education: Major study -- Hospital Administration, Public Health Administration, or related fields such as business or public administration with course work in health care administration. Or,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. or,
Special Provision for In-service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he/she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
GS-07 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education.
GS-09 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized Experience Includes: Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the Credentialing and Privileging (C&P) operations. Implements tracking and monitoring systems for action indicated by the Credential Committee. Determines baselines for complex assessments and determines which issues require tracking and further analysis. Development and implementation of program operations with direct impact on data management and process improvements. Manages special projects for new program initiatives and requirements and for process improvements and changes. Primary consultant to the supervisor for the development and implementation of program operations that have a direct impact on data management and process improvements. Applies technical skills to extract and analyze large datasets in a variety of formats (i.e. Access, Excel, PowerPoint, etc.). Or,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree. Or, 2 full years of progressively higher level graduate education leading to such a degree. Or, LL.B. or J.D., related to position. Or,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education.

Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09.
