Supervisory Health System Specialist (System Redesign) Supervises and implements a Performance Improvement program. Position assigned to Quality and Patient Safety Service. Responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training. Advising leadership in the formulation of planning complex facility wide Strategic Plans and facility wide projects.
Duties
Include but not limited to:
Evaluating the performance of the Systems Redesign staff.
Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
Organizes, directs, controls and coordinates group activities in a timely and effective manner.
Leads project teams through designed brainstorming sessions to develop solutions towards a specific deliverable or goal during a project.
Develops control plans, communication plans, risk management plans, and through closeout of the project.
Provides timely and responsive decisions to union(s) and their members on complaints and grievances and ensures that supervisors are familiar with the negotiated agreement.
Develops benchmarks and assigns a schedule or priority level to a potential project based on the needs of the organization and direct consultation with executive leadership.
Aligns appropriate performance improvement teams and resources, project scopes, and value streams, strategic and operational plans.
Identifies projects critical to improving quality outcomes and maximizing return on investment of utilized resources.
Delivers classroom instruction about Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies tools and techniques to all levels of the organization.
Provides instruction to others on Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies principles and tools through formal classroom instruction or small group mentoring.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Preferred Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Knowledge of missions, organizations, programs and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement
Minimum Qualification Requirement:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluates work performance of subordinates. Prioritizing major work efforts towards process improvement. Creates designs of experiment that align to project goals and team developed solutions. Leads project teams through designed brainstorming sessions to develop solutions towards a specific deliverable or goal during a project. Converts data into numerous formats using advanced statistical models including statistical process control charts, histograms, paretto charts, and many more. Pulls, isolates and manipulates data to identify root causes of a performance issue. Develops statistical models to measure successful performance improvement actions. Identifies and provides for management development and training needs of key staff members. Develops control plans, communication plans, risk management plans, and through closeout of the project. Develops written and verbal teaching materials. Delivers classroom instruction about Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies tools and techniques to all levels of the organization.

Physical Requirements: The physical demands of the position require the incumbent to have the ability to walk, sit, and stand in a typical office environment.
