The Veterans Health Administration (VHA) Office of DEAN includes the Office of Academic Affiliations, National Center for Healthcare Advancement and Partnerships, OHIL, and the Office of Research and Development. Our goal is to promote collaboration and coordination with facility-based educators, researchers, and clinicians to drive ongoing improvement and innovation in education, training, and advancements in scientific research.
Duties
Reporting directly to the National Medical Director
Oversees simulation product work related to producing analysis findings
Ensures the continuing high quality of the Analysis program
Promotes effective communication and working relationships
Ensures organizational accountability and compliance with national educational policies, regulations, and laws.
Develops efficient standardized business processes that effectively support the department's mission.
Assists facilities by providing information on possible avenues of innovative support
Coordinates, formulates and recommends the functional group budget requirements.
Reviews financial reports
Ensures the program budget spending is aligned and in compliance with the approved program spending plan.
Assists in developing, implementing, and ensuring compliance with organization plans
Oversees the collection of and routinely monitors client service data
Collects and monitors data related to customer (staff, providers, and Veteran patients) satisfaction.
Participates in policy-making decisions regarding oversight of staff
Serves as a member of the leadership team.
Serves as supervisor and provides leadership guidance
Plans, manages, organizes, and assigns work to be accomplished by subordinates
Assigns work based on priorities, requirements of assignment and capabilities of
employees.
Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Grade Requirement:
For CTAP eligibility:
(1) is at a grade or pay level with a representative rate no higher than the representative rate of the grade or pay level of the CTAP eligible's permanent position of record;
(2) has no greater promotion potential than the CTAP eligible's permanent position of record;
(3) is in the same local commuting area as the CTAP eligible's permanent position of record;
(4) is filled during the CTAP eligible's eligibility period; and, if applicable,

You may qualify based on your experience and/or education as described below:
Individual Occupational Requirement (IOR): In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization.
To be creditable, this specialized experience must have been equivalent to the GS-13 level in Federal service to qualify at the GS-14.
In order to meet the minimum qualifications for this position, you must meet 3/5 of the following examples of specialized experience.
Oversees Simulation product work related to producing analysis findings including pros and cons, relevant comparisons, unique advantages, patient safety risks and end-user recommendations, integrate emerging and frontier healthcare solutions, medical devices, and requisite operational talent through the use of simulation and strong understanding of the VHA technology integration process.
Participates in the development of plans for the acquisition of simulation-based technology solutions.
Ensures continuing of high quality of program and the planning and development of the broad objectives of the program so that it supports the missions for VHA.
Performs specialty specific Analysis projects on funded and unfunded requirement.
Responsible for the staff who initiate studies to evaluate and analyze the feasibility and effectiveness of technology solutions.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
