This position is located in the office of the Surgery/Specialty Care Service Line Director, VAMC, St. Cloud, MN. Incumbent serves as Service Line specialist (ADPAC) in the implementation and maintenance of computer applications utilized within the Service Line. Serves in a support role for statistics to other management and supervisory personnel within the VA Medical Center, as needed.
Duties
Major Duties:
Computer Support
The incumbent is the Automated Data Processing (ADP) equipment expert for the Service Line responsible for responding to inquiries regarding equipment status, problems, operations, and software applications used within the Service Line.
Oversees installation, maintenance, and repair activities and works with local OI&T staff in implementing and maximizing hardware configurations to meet changing ADP needs of the service.
Responsible for development and implementation of a user training policy, in conjunction with the IT Specialist with regard to clinical applications (CORE packages) and any Commercial Off the Shelf (COTS) software that is utilized within the service.
Responsible for maintaining Service package site parameters and associated files, in close coordination with other ADPACs, IT Specialists, and OI&T Service where such parameters and files affect the functioning of other packages.
Serves as point of contact for questions related to Service Line applications and acts as a consultant for facility staff utilizing Service Line software/packages. Serves as expert resource and point of contact on Service packages and Service workflow to healthcare system committees, management, and VISTA developers. Applies an intimate knowledge of Service workflow, personnel and Service goals as they relate to Health Care System goals and mission.
Data Management
Incumbent designs data formats and methods of presentation to ensure accurate and appropriate data retrieval through use of a database management program (File Manager). Incumbent designs report forms to access the hospital database.
Responsible for input of statistical information, assists in monitoring coding of outpatient data gathered from clinic encounter forms, and seeks clarification from the physicians/clinicians as necessary in order to ensure timely completion of the coding within required standards.
Incumbent develops ADP programs specifically tailored to assist with evaluation of many programs unique to this Health Care System.
Provides advice regarding various ADP-generated reports, which could be retrievable for the DRG processes. Serves as a member of the Clinical Applications Action Group committee,

Physical Requirements: The work requires regular and recurring periods of sitting, standing, and walking, as well as bending, and carrying computer hardware devices and components. Position may involve working on computers in cramped areas, and working with electrical equipment. Employee also will utilize computer equipment for prolonged periods. This requires a person who can work under extreme pressure and with short suspense, as statistical information is often required for management must be figured and presented on very short notice.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Examples of specialized experience would typically include, but are not limited to: knowledge of program administration and management; assistance with day-to-day operational duties; sustaining processes and procedures to ensure program effectiveness; interpreting, analyzing, and responding to requests for information; collecting, compiling, managing and reporting program data; preparing correspondence and reports; utilizing automated software (such as Microsoft Word, Excel, etc. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
GS-07:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of program administration and management; assistance with day-to-day operational duties; Communicate effectively both verbally and in writing with variety of individuals; Problem solve and apply decision making skills. sustaining processes and procedures to ensure program effectiveness; interpreting, analyzing, and responding to requests for information; collecting, compiling, managing and reporting program data; preparing correspondence and reports; utilizing automated software (such as Microsoft Word, Excel, etc). NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
There is no educational substitution for either GS level.

Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities.
