This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The U.S. Army Corps of Engineers' New Orleans District provides for navigation, flood and hurricane risk reduction, environmental stewardship, and other water resources needs to benefit Louisiana and the nation. The offices are located in the uptown area of New Orleans.

Duties

Performs liaison with engineers and technicians to help them properly request hydrologic data required for planning, design, and operation of civil works water resources projects. Oversees established priorities and deadlines. Reviews work status, and coordinates with serviced organizations to ensure that the quality, quantity, and timeliness of work satisfies their requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent may be required to travel (TDY) up to 20% or less each year.
  • Medical/Drug/Physical test is required on a regular basis for this position.
  • Appointment to this position may be subject to a one-year probationary period.
  • Possess or obtain and maintain a valid USACE Boat Operators license or U.S. Coast Guard License within six months of appointment.
  • Possess or obtain and maintain a valid state Driver's License.
  • This position has a requirement to lift up to 30 lbs.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Minimum Qualifications GS-05: One year of specialized experience which includes 1) Assisting with the collecting of hydrologic data of discharge, ground water level, and water quality; 2) Operating, maintaining, and service simple hydrologic recording and measuring instruments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Minimum Qualifications GS-06: One year of specialized experience which includes 1) Assisting with water measurement and sampling methods; 2) Measuring the width, depth, and velocity of streams by wading or from bridges or cableways using current meters or other instruments; 3) Computing measurements to determine stream discharge. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as Geology, Hydrology, and Water Resources Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. Minimum Qualifications GS-07: One year of specialized experience which includes 1) Assisting in the operation and/or maintenance of equipment related to hydrology such as stream-gaging instrumentation; 2) Conducting field investigations such as surveying to monitor existing gage structures; 3) Entering hydrologic field data into an electronic database; and 4) Reviewing hydrologic data for completeness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position, such as Geology, Hydrology, and Water Resources Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Minimum Qualifications GS-08: One year of specialized experience which includes 1) Assisting in the operation and /or maintenance of equipment related to hydrology such as stream-gaging instrumentation; 2) Conducting field investigations such as surveying to monitor existing gage structures; 3) Compiling hydrologic field data for use in reports; and 4) Verifying hydrologic data for completeness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: One and a half years of graduate level education in a field directly related to the work of the position, such as Geology, Hydrology, and Water Resources Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. Minimum Qualifications GS-09: One year of specialized experience which includes 1) Performing the operation and/or maintenance of equipment related to hydrology such as stream-gaging instrumentation; 2) Conducting field investigations to monitor existing gage structures and/or make recommendations on proposed gage structures; 3) Verifying hydrologic data for completeness; and 4) Analyzing hydrologic data for use in reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, substitution of education for the specialized experience listed above is permitted. Qualification requirement: Qualifications must be met by the closing date of this announcement.
