This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Coordinates the Stream Gauging and Water Quality Sampling Program.

Duties
Plan, direct, and coordinate the activities of employees engaged in taking stage readings, discharge readings, and water quality samples.
Establish priorities and deadlines, schedule operations, and revise schedules to accomplish special projects, emergency work, and other unplanned operations.
Review progress and work status, and coordinates with serviced organizations to ensure that the quality, quantity, and timeliness of work satisfies their requirements.
Plans, evaluates, and maintains instrumentation requirements and field data collection procedures for the district.
Discuss data collection work requirements with superiors and with representatives of requesting organizations to ascertain the type, parameters, location, frequency, etc., of data needed.
Conduct studies to evaluate and determine the district’s current and anticipated hydrologic and water quality instrumentation requirements, assess the effectiveness of present instruments, and study the suitability of new equipment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Medical/Drug/Physical test is required on a regular basis for this position.
- Appointment to this position may be subject to a one-year trial period.
- Possess or obtain and maintain a valid USACE Boat Operators license or U.S. Coast Guard License within six months of appointment.
- Possess or obtain and maintain a valid state Driver's License.
- This position has a requirement to lift up to 50 lbs.
Qualifications
Position may be filled as a term appointment NTE 13 months. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Position may be made permanent without further competition.
Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications GS-07: One year of specialized experience which includes 1) Assisting in the operation and/or maintenance of equipment related to hydrology such as stream gauging instrumentation AND 2) Conducting field investigations such as surveying to monitor existing gauge structures AND 3) Entering hydrologic field data into an electronic database AND 4) Reviewing hydrologic data for completeness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field directly related to the work of the position, such as Geology, Hydrology, and Water Resources Science.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Minimum Qualifications GS-08: One year of specialized experience which includes 1) Assisting in the operation and /or maintenance of equipment related to hydrology such as stream gauging instrumentation AND 2) Conducting field investigations such as surveying to monitor existing gauge structures AND 3) Compiling hydrologic field data for use in reports AND 4) Verifying hydrologic data for completeness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: One and a half years of graduate level education in a field directly related to the work of the position, such as Geology, Hydrology, and Water Resources Science.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
Minimum Qualifications GS-09: One year of specialized experience which includes 1) Performing the operation and /or maintenance of equipment related to hydrology such as stream gauging instrumentation AND 2) Conducting field investigations to monitor existing gauge structures and/or make recommendations on proposed gauge structures AND 3) Verifying hydrologic data for completeness AND 4) Analyzing hydrologic data for use in reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Minimum Qualifications GS-10: One year of specialized experience which includes 1) Performing the operation and/or maintenance of equipment related to hydrology such as stream gauging instrumentation AND 2) Conducting field investigations to monitor existing gauge structures and/or make recommendations on proposed gauge structures AND 3) Verifying hydrologic data for completeness AND 4) Analyzing hydrologic data for use in reports AND 5) Training and oversight of field crew under the supervision of section Chief. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Minimum Qualifications GS-11: One year of specialized experience which includes 1) Performing the operation and/or maintenance of equipment related to hydrology such as stream gauging instrumentation AND 2) Conducting field investigations to monitor existing gauge structures and/or make recommendations on proposed gauge structures AND 3) Verifying hydrologic data for completeness AND 4) Analyzing hydrologic data for use in reports AND 5) Training and oversight of field crew under the supervision of section Chief AND 6) Scheduling of field work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Applicable only to the GS-09, GS-10, and GS-11. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, substitution of education for the specialized experience listed above is permitted.
