This position is located in the Adjudication Policy Division, Office of Adjudication, Passport Services, Bureau of Consular Affairs (CA/PPT/S/A/AP), Department of State. This office is responsible for policy development and implementation; regulations and manuals (8 FAM and 8 FAH); adjudication procedures; performance plans and job elements (Adjudication);and Passport Recovery Program.

Duties

Analyzes current passport issuance and nationality (acquisition or loss) policy and procedures Analyzes and determines enhancements to the passport adjudication program Maintains liaison and provides facilitative assistance to passport agency and center Adjudication Managers Develops and maintains intranet web page regarding adjudication policy Leads the implementation of new adjudication policies and procedures

Requirements

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.    NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. GS-12: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience establishing liaison within and outside one's organization; Experience assessing the effectiveness of an organization's programs; Experience with U.S. citizenship and nationality laws; and Experience with examination, adjudication and processing of passport applications. There is no substitute of education for specialized experience for the GS-12 position. GS-13 Level: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with complex passport adjudication requirements; Experience applying qualitative and quantitative methods; Experience establishing and maintaining liaison within and outside one's organization; Experience with the development of nationwide policies related to Passport Services; and Experience with drafting and editing policy/decision papers. There is no substitute of education for specialized experience for the GS-13 position.
