You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the Environmental, Safety, and Health Branch of the Infrastructure Division of the Corporate Operations Department of NAVAL SURFACE WARFARE CENTER, Port Hueneme, California.
Duties
You will serve as the Environmental, Safety, and Health Branch Manager, including remote sites,
You will plan, organize, coordinate, supervise, and direct the work of environmental and safety specialist personnel,
You will consult and advise on all matters related to the efficient operation and management of the Branch, to ensure efficient, effective and responsive accomplishment of Branch objectives,
You will develop plans and establish objectives and priorities for the branch; plan, present, and justify the branch budget; allocate funds and resources, and assign responsibilities to subordinates,
You will prepare schedules for completion of work by subordinates, based on priorities and considering difficulty and requirements of assignments and employee capabilities,
You will exercise overall program management of all Branch programs (e.g., Respiratory and Fall Protection, Ergonomics, Fire Warden, Traffic Safety, Medical Surveillance, Energy Control and others),
You will ensure all programs are operated in compliance with the Navy Safety and Occupational Health Program and Navy Environmental Management System instructions, Code of Federal Regulations, Environmental Protection and base instructions,
You will write procedures and instructions, create and conduct training, and provide self-assessment and surveillance of programs,
You will research environmental safety and occupational health issues, ensuring compliance with the Occupational Safety and Health Administration (OSHA) Act,
You will interface with federal and state authorities, NAVSEA, and other activities to ensure a safe and healthful workplace that meets all applicable laws and regulations,
You will manage the hazard abatement program by identifying hazards, assessing risk and coordinating abatement,
You will identify undesirable environmental, safety and health trends and recommend corrective actions to be taken,
You will complete annual safety and environmental self-assessments,
You will review reports and follow up on findings of non-compliance and notices of violations, apprising senior leaders of status,
You will maintain a compliant environmental and safety program within the branch, and maintain adequate oversight of sip contracts,
You will inspect facilities, process requests for services, plan and coordinate maritime exercises and site approvals, and prepare investigation reports,
You will confirm customer needs and execute safety and environmental planning, management, and control over execution of work, to satisfy those needs with effective and efficient operations.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector performing, advising on, or instructing in the performance of OSH program reviews, audits, or inspections of occupational safety and health programs and facilities to ensure compliance with regulations and minimize personnel exposure to hazards in the performance of operations.
