The primary purpose of this position is serves as the primary focal point for the Tinker AFB installation EM program, coordinating the overall program for all base personnel and contractors, other Tinker AFB organizations, and higher headquarters.
Duties
Exercises Supervisory Personnel Management Responsibilities.
Manages the Installation Emergency Management (IEM) Program.
Serves as Emergency Operations Center (EOC) Manager.
Represents the Installation Commander as the Installation Emergency Manager to all Installation and Functional Area Organizations.
Manages, Directs, and Approves Procedures for the Acquisition and Sustainment of all Branch Resources.

Qualifications
In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives on challenging and highly complex projects/programs.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of objectives, policies, procedures or pertinent regulatory requirements affecting Emergency Management, Chemical Biological, Radiological Nuclear (CBRN), risk assessment, consequence management programs, exercise evaluation, and Emergency Operations Center (EOC).
2. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques.
3. Knowledge of safety, security, personnel management, and Equal Employment Opportunity (EEO) regulations, practices and procedures.
4. Skill in effectively organizing and utilizing available community resources within the program framework or to augment the program to meet installation objectives.
5. Ability to utilize Air Force Sustainment Center (AFSC) Art of the Possible (AoP) concepts and initiatives to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization.
6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
