About the Position: This position is in the Labor Management and Employee Relations Division. You will serve as a Human Resources Specialist (Employee Relations) with program management/oversight for the Department of Defense Education Activity (DoDEA) Work-Life Programs. Also serves as the Drug-Free Workplace Program Coordinator for DoDEA.

Duties

Provide staff level interpretations and guidance to DoDEA employees concerning wellness, and similar quality of work-life initiatives. Review and analyze reports of DoDEA and Office of Personnel Management (OPM) surveys in subject areas to assure conformity with policy and appropriateness of recommendations. Develop policy and implementing regulations for assigned program areas. Collaborate with numerous points-of-contact throughout the federal government in order to identify areas for improvement, share best practices, and recommend policy changes as needed. Establish and maintain a comprehensive library of related program material. Coordinate, administer, and monitor all aspects of the Drug Testing Program. Prepare assorted operating guidance for specialists and managers to ensure that they are aware of new procedures, case decisions, legislative and regulatory changes affecting areas of responsibility. Resolve questions or issues received from all segments of DoDEA regarding the interpretation of laws, regulations and policies, and their application to special situations.

Requirements

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

  • One-year probationary period may be required.
  • Appointment subject to a suitability/fitness determination, as determined by a background investigation.

Specialized Experience for GS 13: One year of specialized experience which includes analyzing Human Resources (Employee Relations) policy or issues of work-life and wellness programs, such as alternative Work Schedules, Leave Programs, Performance Management, Part-time work and Job Sharing, Telework, Health and Wellness, and Drug-Free Workplace Program, providing technical advice regarding work-life and/or wellness programs, developing policy or implementing guidance of work-life and wellness programs, and preparing reports, information papers, memorandum or other issuances to facilitate decision making. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
