This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Serves as the Army Community Services Division Chief at a medium size Garrison with full professional and technical responsibility for the programs to include planning, marketing, and accountability for the quality of services provided. Implements and manages a full range of programs designed for identifying and resolving problems and promoting Soldier readiness, families and civilian employees through awareness, prevention, education and direct services. Manages the program through subordinate program coordinators or contractors in several functional areas such as: Deployment/Mobilization Readiness, Family Advocacy, Relocation, Employment Assistance, Information and Referral, Finance. Ensures managed programs are carried out in accordance with governing guidelines, professional standards of service, and prepares programs to be successful and pass accreditation processes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
  • This position requires regular contact with children under the age 18. Selectee will undergo initial background checks, investigation and periodic re-verification check of multiple agency records to obtain and maintain a suitable determination.
  • Travel for Duty up to 25%.
  • A 1-year probationary period may be required.
  • A 1-year Supervisory probationary period may be required.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for an Army Community Services Division Chief: A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Family Sciences, Sociology, Psychology. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience such as 1) Planning and evaluating on career, relocation, family and quality of life issues, services and activities for the installation leadership and military members and their families, retirees, civilians, and others. 2) Using knowledge of social services delivery systems and concepts, principles and theories relating to one or more of the social or behavioral science fields. 3) Conducting interviews to gather information on the nature and extent of a variety of work/life problems/issues. 4) Evaluating concerns and needs of the community to provide assistance in developing goals and plans and provide guidance/ on referral services necessary and/or available. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) Some federal jobs allow you to substitute your education for the required experience to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
