Duties

You will use Navy Flank Speed cloud-based platform, Microsoft SharePoint Online, Microsoft Teams software, and manage internet, intranet, and extranet activities of system/application development and technical management of websites and portals. You will administer and develop NCTF applications and knowledge management solutions in Power Automate and Power BI applications. You will analyze and define data requirements for database and application solutions. You will provide guidance on IT strategic planning and policy matters and independently resolve broad and complex Navy Closure Task Force (NCTF) wide problem matters. You will identify and analyze problems; weighing relevance and accuracy of information to seek alternative solutions to IT issues. You will use written and oral communication methods in a clear, concise, organized, and convincing manner to prepare and present briefings to management on complex IT issues. You will evaluate the causes of problems to create alternatives that balance the interests of the mission and stakeholders.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area 431 Knowledge Manger. As a condition of employment, incumbent is required to comply with DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2.

Qualifications

You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implementing internet, intranet, and extranet activities; including systems/applications development and technical management of websites and portals (i.e. Navy Flank Speed cloud-based DoD365 platform, Microsoft SharePoint Online, Microsoft Teams software); 2) Maintaining automated enterprise information systems for Power Automate and Power BI applications for applications and knowledge management solutions; 3) Analyzing and defining data requirements of automated hardware available for new implemented or needed changes in aspect of database and application solutions; 4) Applying IT policy and planning concepts and practices to manage common Area Command interests involved in the development of IT policy initiatives; and 5) Establishing priorities for IT investments of planning, programming, and budgeting regulations, guidelines, and processes.
