The primary purpose of this position is to ????serve as a B-1B TPS Developmental Flight Configuration Management/Quality Assurance (CM/QA) specialist for the 555th Software Engineering Squadron (SWES).

Duties

Provide and assist in the administrative operations of the configuration management/quality assurance of B-1 TPS software for which 76th SWEG has responsibility. Preserve the integrity of the software by managing the software during its change process. Reviews and directs the progress of configuration management and quality assurance in meeting program objectives. Participates in discussions, meetings and serve on panels or committees.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience includes knowledge of software program activities to implement software program management and implementation between engineering, contracting, manufacturing, and other stakeholders. Advises program managers of system problems and seeks resolution to disseminate to necessary parties. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: 1 full year of graduate level education OR superior academic achievement OR COMBINATION OF EXPERIENCE AND EDUCATION. GS-9 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes knowledge of software program principles to anticipate and adapt to program changes and engineering compromises. Such changes require adaptability and skill in adjusting production schedules or funding and communicating those changes within the scope of configuration management/quality assurance. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION. ???????GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes knowledge of software change process to monitor and study impacts on configuration management as well as quality assurance. Develops recommendations from analysis of interrelated issues with software changes to program mangers as well as contractors. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: ???????Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7 level. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of configuration management and quality assurance 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of the missions, roles, functions, organizational structures, and operations of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems engineering process and integrated life cycle management. 4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to establish and maintain good relationships with individuals and groups with the office as well as outside the immediate work unit. 6. Ability to plan, organize, and manage critical aspects of research, development, productions, and support of subsystems or equipment, and integrate, analyze, and manage a variety of functions and personnel in support of the process.??????? PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
