The Veterans Benefits Administration (VBA), Education Service (EDU), is modernizing its operations to provide world-class customer services that enable timely and accurate management of GI Bill education benefits with a single technology platform (or digital solution). VBA EDU is modernizing the way it operates which will bring new policies, processes, and procedures.

Duties

Specific duties include: This position is in the Department of Veterans Affairs, Veterans Benefits Administration (VBA) Education Service, Incumbent reports to the Supervisory Management Analyst, Procedures Team and is fully responsible for development and dissemination of procedures for the administration of the entire spectrum of the Education Service benefit program. The incumbent is charged with implementing changes from Title 38 of the United Stated Code and the Code of Federal Regulations and rendering guidance primarily through the procedure's manual (M22-4) and advisory letters. The incumbent monitors operating programs and activities supporting Education Service benefits and services provided to veterans, their dependents, or beneficiaries. Works in close cooperation with other elements of VBA as it relates to Veterans' benefits. Recommends objectives and operations for new and existing programs between other VA entities, other federal and state agencies as well as other VBA entities within the scope of the process development activity. The incumbent serves as a historical research consultant when new information is released from agencies that may have an impact on the Veteran population filing claims. Provides procedural background to other VA entities and state and federal agencies regarding VBA work processes and how to integrate VBA and the other agencies' information systems to provide a seamless transition for Service members from active duty to potential entitlement to VA benefits. Serves as a liaison with field personnel and CO officials on matters dealing with the interaction of other VA entities, federal and state agencies, and Education Service procedures. Researches customer service practices, evaluates performance in meeting customer service standards, and makes recommendations for improving service delivery and plans strategies, activities, or other initiatives to increase customer satisfaction. Evaluates suggestions presented by field station personnel and recommends for approval/disapproval depending on the relationship of the suggestion to program objectives, current guidelines, effective personnel utilization, and cost analysis of implementation. Conducts program evaluation and training visits to field stations to assist in improving operations and to identify areas where program directives require modification. Recommends appropriate corrective actions to improve noted deficiencies. Prepares white papers, background briefings and in-depth presentations to assist management in the formulation of procedure and policy decisions. Prepares specific program responses and other special reports. Prepares clear and concise documents. Assists in developing and updating procedural guidance for distribution to field offices. Drafts Advisory Letters and/or training letters, writes briefing papers, and answers Congressional and external stakeholder inquiries. Researches Veteran- specific issues and prepares all necessary administrative materials, correspondence, and justifications detailing reasons for decisions. Formulates and recommends instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions which support operations delivery or supporting delivery of benefits or services to Veterans. Assists field stations with instructions for implementing policy, procedures, or training. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11/12/13. This position will be located at a duty station in either Atlanta, GA, Buffalo, NY, Muskogee, OK, or Washington, DC. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:12/08/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: Experience must demonstrate the following (1) identifying areas where program directives require modification (2) recommending instructions, directives, guidelines, policies, plans or procedures (3) serving as a liaison with field personnel; and assisting field stations with instructions for implementing policy, procedures, or training. Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Transcripts (official or unofficial) must be submitted when using any part of education to qualify. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. GS-12 Grade Level: Specialized Experience: Experience must demonstrate the following (1) conducting a wide range of procedure and function areas relate to Education Services to provide recommendations on program operations (2) evaluating the effectiveness of the program and developing strategies for making the necessary improvements (3) communicate and explain complex information about an organization's activities, goals, and policies to diverse audiences Education Substitution: No educational substitute at the GS-12 grade level. GS-13 Grade Level: Specialized Experience: experience must demonstrate the following (1) preparing technical departmental policies, correspondence, briefing papers, technical reports, and recommendations for diverse audiences. (2) applying laws, guidelines, regulations and precedent opinions necessary to analyze, evaluate, and make decisions related to Education programs in government or private sector. (3) researching, interpreting, and applying regulations to establish policies and procedures to identify and solve critical or sensitive problems. Education Substitution: No educational substitute at the GS-13 grade level. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
