Duties
This is a competitive career detail not-to-exceed one (1) year. Detailees will be selected to serve for an initial 120-day period, which may be extended in increments of 120 days, up to one (1) year. Primary duties will be at the USPTO's Alexandria Campus. The detail is scheduled to begin January 2024.
The work schedule for this detail will entail 40 hours per week.
Production employees may work an 80/20 schedule if required to do so by their respective business unit.
Hoteling/TEAPP may be authorized.
Telework - Full time telework allowed (In Office Requirement, on an "as needed" basis).
Priority for selection will be given to those qualified candidates who have not had a career development detail or those with the least amount of service on a career development detail within the last four (4) years. Except extraordinary circumstances, an employee shall not serve on a career development detail a second time in the same area.
These detail hours are not considered production related for production award purposes.
This is non-bargaining unit position.
This position is responsible for assisting attorney-advisors with a variety of legal activities regarding legislation and the legal impact on intellectual property matters, enforcement policies of U.S. law enforcement agencies, strategic planning, international treaty obligations and agreements, and the USPTO, Department of Commerce, and various stakeholders. Duties include, but are not limited to the following:
- Performing legal research as assigned on IP topics including but not limited to: domestic and international patent laws; IP legislation; international IP treaty issues; international work sharing initiatives; and matters pertaining to domestic and international copyright, trademark, trade, and enforcement policy.
- Coordinating, drafting, and responding to U.S. Agency requests for information to complete reports including, but not limited to: Trade Policy Reports; WTO Accessions; and Special 301 Reports. These reporting activities may require drafting of responses, gathering responses from staff, and meeting strict deadlines for responding to the report requests.
- Providing support for domestic and international programs including, but not limited to: public hearings; international work sharing cooperation groups such as IP5 and Trilateral; on-site meetings of domestic and international groups; digital video conferences; and international technical assistance programs. Such support could include: administrative support such as logistics; substantive support such as drafting agendas and program materials, and on-site support including taking notes on substantive IP discussions.

Qualifications
As indicated above, this detail is open to all current non-probationary GS-12 and above USPTO employees with at least a Fully Successful rating of record. Candidates must possess the following:
Extensive domestic and international research of intellectual property laws, regulations, case decision, publications and materials.
Possess excellent research and writing skills.
Organizational skills and an ability to simultaneously handle multiple tasks.
Ability to organize conferences and workshops.
