The primary purpose of this position is to serve as an experienced staff Talent Acquisition (TA) consultant and analytics program manager responsible for the entire spectrum of analytics, strategic planning, and programming, in the execution of the US Central Command (USCENTCOM), Civilian and Military TA and internship projects and programs.

Duties

Develops, implements, and evaluates TA recruiting strategies and coordinates efforts, and/or meets with field recruiters, career field teams (CFTs), base service teams (BSTs), Military Service Recruitment teams, Office of Personnel Management (OPM), and MAJCOM/COCOM recruiting personnel to discuss work status, obtain feedback on recruiting programs and strategy, plan time phasing of placements, and to stay informed of functional issues, new workloads, long-range personnel needs, and other issues that would impact recruiting and placement. Delivers professional program management and analysis oversight for the division. Establishes, develops, and maintains effective working relationships with internal and external customers, such as MAJCOMs, other COCOMs, Manpower, and AFPC Career Field Teams, and Military Service HRC representatives. Makes periodic and comprehensive assessments and evaluations of program goals and objectives to provide a basis for long-range planning to enhance the organization's delivery of services. Conducts meetings and working groups to secure cooperation, resolve controversial matters, and convey information relative to proposed changes and technical developments in assigned programs.

  • This position is subject to provisions of the DoD Priority Placement Program
  • Work will occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include traveling on military or commercial aircraft.
  • The employee may be required to work uncommon tour of duty hours including evenings, weekends, and/or holidays.
  • May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include selecting and applying appropriate program evaluation and measurement techniques in determining the extent of compliance with policies and regulations and/or evaluating program accomplishments; using quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions, e.g., management of division and agency recruiting and consultation operations, or staffing requirements for new or substantially altered training or operational missions and programs; and, developing new approaches to identify meaningful workload factors and performance quality levels, expert analyses of recruiter production, determining accurate measurement techniques for continuous process improvement, and developing and managing customer service processes and assessments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of the full-range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques and knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on Human Resources programs to meet goals and objectives within available resources. Knowledge of the missions, functions, roles and organizational structures of DoD, USCENTCOM, DAF, AFPC, Military Service, and other entities that govern, interface with, and/or influence the AF hiring processes to effectively implement policy and develop guidance, standards, and procedures. In-depth knowledge of laws, principles, policies, directives, practices and regulations that govern program management, recruiting and placement, and affirmative employment sufficient to plan, oversee and execute USCENTCOM Talent Acquisition programs, projects, and duties. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques in gathering facts to accurately assess information and make sound problem solving decisions. Ability to prepare special studies and staff reports including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, sufficient to work out solutions to problems, to brief senior management, and to prepare written reports, supplemental instructions, or to write and present briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
