This position is located in the Federal Trade Commission (FTC or Commission), Office of the Chief Administrative Services Officer (OCASO), Communications and Information Management (CIM). CIM leads and oversees key internal communications functions that serve the agency, including the FTC Daily newsletter, the FTC's library program, and the agency's Stenography Program, a key service for the agency. The incumbent reports to the Director, Communications, and Information Management.
Duties
The incumbent serves as a Management & Program Analyst with responsibility for strategic, technical, and business operations analysis, assessment efforts and contract oversight. Continually analyzes and evaluates the assigned programs/Divisions (on a quantitative and/or qualitative basis) for the effectiveness and efficiency of overall plans, policies and procedures and recommends systemic adjustment to strategies and improvement initiatives. Prepares, modifies related modifications and supporting documentation.
Evaluate reproduction center contractor performance to ensure contractual and delivery compliance with recommendations for corrective actions.
Monitor reproduction deliverable requirements in support of agency trial preparation.
Plan, establish, or update program policies or procedures.
Perform contract administration and serve as a certified Contracting Officer's Representative (COR) for key contracts, including monitoring and coordinating accounting activities.
Assists with acquisition and contract management functions through cross-training, backup role designations, and overall strategic integration.
Serve as the PRISM requisitioner responsible for creating purchase requests for the division.
Conducts statistical analysis, and modeling to make informed projections, data-driven decisions, and recommendations.
Generate accurate and timely data points for various reporting requirements as directed.
Performs statistical and comparative analysis of programs/divisions providing recommendations to correct adverse trends. Works with assigned stakeholders to evaluate administrative and programmatic issues, evaluate concerns and develop plans to create improvements.
Prepares and/or coordinates briefings, special reports, and responses to data requests for use by the senior management.
Develop, analyze, and evaluate new or modified program/management policies, regulations, goals, or objectives.
Responsible for obtaining and managing security documentation required for a FedRAMP platform and coordinating with the Office of the Chief Information Officer (OCIO) to ensure that all FedRAMP compliance requirements are met on a bi-annual and annual basis, or as stipulated by FedRAMP guidelines.

Qualifications
To qualify for a Management and Program Analyst the GS-13 level, you must meet the following requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
1. Strategic Program Management: Demonstrated capability in overseeing comprehensive programs, ensuring alignment with strategic objectives and delivering tangible results.
2. Contract Oversight and Administration: Proven experience in contract management, serving as a Contracting Officer's Representative, and ensuring strict contractor compliance and performance.
3. Data Analysis and Visualization: Proficiency in translating complex data sets into clear, actionable visual reports, aiding in informed decision-making and strategy development.
4. Efficiency and Process Optimization: Ability to critically evaluate existing processes, identify areas for improvement, and implement changes to enhance overall program efficiency.
5. Policy Development and Implementation: Experience in formulating, analyzing, and executing program or management policies and procedures to drive organizational success.
6. Cross-functional Collaboration and Leadership: Strong leadership skills with a track record of fostering collaboration across various departments and driving integrated strategic initiatives.
7. Acquisition and Contract Management Expertise: In-depth knowledge of acquisition processes, contract management functions, and procurement best practices.
8. Critical Thinking and Analytical Problem Solving: Exceptional analytical skills, with a focus on identifying issues, conducting thorough analyses, and providing practical, data-driven recommendations.
