This position is located in the Department of Homeland Security, Federal Protective Service (FPS), Alexandria, Virginia.

Duties

The primary purpose of this position is to serve as a primary curriculum course developer, Canine Team Instructor and Canine Trainer to Federal Protective Service (FPS) leadership on all mission-specific canine training standards, certifications, training policies and canine training program development-related matters. Duties performed: Develops original course content for basic and advanced explosive detector dog team training courses based on current threats and operational policies. Evaluates the canines and handlers, identifies deficiencies, and provides constructive feedback to the handlers and stakeholders. Develops guidance to be used for implementing criteria and evaluating preparedness based on exercises, plans, and training. Performs uniformed law enforcement work in the protection of life, property, and the rights of individual citizens. Conducts investigations, frequently over an extended period, of alleged or suspected criminal violations of Federal, State, and local laws related to the protection of critical government infrastructure and key resources.

Applicants must demonstrate that they meet the Specialized Experience below: GS-13: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: 1) Recommending improvements to canine training course content; 2) Providing guidance to others on explosive detector dog training methods; and 3) Utilizing detector dogs in the enforcement of laws and regulations. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). Additional Conditions of Employment: Law Enforcement: As required, the position requires the incumbent to maintain law enforcement qualifications and proficiencies and incumbent will possess law enforcement authority under Title 40 of the United States Code, Section 1315, and may exercise such authority to provide investigative and law enforcement services to customer' agencies, federal employees, and members of the general public located and/or conducting business in government-owned or leased properties. Pre-employment Medical Requirement: Prior to appointment the incumbent must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. The pre-employment medical examination includes, but is not limited to, vision, hearing, cardiovascular and mobility of extremities. Incumbent must be medically eligible and otherwise capable of safely wearing and using a negative air-purifying respirator (gas mask) or other respiratory protective equipment. This position may be subject to periodic examinations in the future. Training Requirements: Incumbent must complete or must have previously completed an approved law enforcement training program at the Federal Law Enforcement Training Center, or a substantially equivalent program approved by FPS in compliance with agency policies. In addition, must successfully complete a Canine Evaluator Course approved by FPS, Training and Professional Development (TPD), Advance Law Enforcement Training Division Director and receive formal certification as a canine trainer/instructor. Incumbent must also successfully complete the Law Enforcement Instructor Training Program or equivalent. Travel Requirements: The incumbent will be required to travel frequently. Firearms Requirement: The incumbent will be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is mandatory. The incumbent must satisfactorily complete (or have previously completed) the firearms component of the Criminal Investigation Training Program (CITP), Uniformed Police Training program (UPTP), or substantially equivalent program and qualify quarterly thereafter. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition. Mobility Agreement: This position may require the incumbent to be reassigned to different geographic locations. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment.
