Duties

You will review contractor submitted invoices and match those to Contract Data Requirements Lists (CDRLs). You will ensure personnel have met all data and systems access prerequisites and are properly documented. You will develop and maintain departmental databases containing IT system identification and capabilities data, IT system user data (excluding Personal Identifiable Information) and user's hardware and software requirements for the position. You will manage financial divisional budget plans for the effective application of resources across multiple branches, throughout the Fleet Operations Department. You will process and schedule conference room requests and other administrative functions.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You may be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This is an obligated position. The former incumbent has return rights to this position under PL 86-585.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector providing program support and services in areas such as, IT program administration, contract development, contract management and execution or miscellaneous management metrics. Examples of specialized experience include most or all of the following: 1) Performing outfitting and system capabilities maintenance of IT hardware or software resources for personnel; 2) Drafting, editing, and maintaining lessons learned and standard operating procedures; 3) Processing and administering purchase requests and/or the allocation of funds; 4) Serving as a liaison with customer activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

You may also qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
