Duties
This Legislative Affairs Specialist position is located in Appropriations Team, Chief Finance Office, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Works with CFO's Assistant Administrator (AA), Deputy Assistant Administrator (DAA), and the Senior Advisor for Appropriations to support, and provide timely briefings, technical drafting assistance to Congress on appropriations-related bills affecting TSA interests, managing of congressionally mandated requirements, addressing formal and informal requests for information, and reviewing official responses to congressional Members, Committees, and staff.
Serves as a subject matter expert to resolve the sensitive, complex congressional requests for information, requests for briefs, congressional initiatives, and execute strategies using accumulated knowledge or research as content requires. Researches and analyzes high visibility queries or challenges. Independently coordinates and oversees congressional visits, tours, and delegations to TSA facilities as well as classified briefings, as needed.
Conducts in-depth legislative and congressional research to aide in the development high-level summaries and reports for TSA and DHS senior leaders on significant appropriations-related activities, and engagements with Congress.
Reviews, analyzes, and makes recommendations for key briefing materials prior to final product submission to leadership to ensure clarity, pertinence, and consistency with previous communications to higher authority. Compiles, analyzes, and tracks the development of responses to formal correspondence and informal inquiries from Congress in coordination with CFO senior leaders. Analyzes, develops, strategizes, coordinates, and monitors TSA appropriations-related issues and activities.
Collaborates with the Senior Advisor for Appropriations, initiates and implements internal organizational procedures and processes to ensure timely and accurate responsiveness to DHS, TSA, and congressional mandates and directives.
Works with CFO's Assistant Administrator (AA), Deputy Assistant Administrator (DAA) the Senior Advisor for Appropriations to plan, instruct, and direct legislative strategy as a vital part of the CFO organization, and continually develops solid working relationships and effective communication with the staff of the Senate and House Committees on Appropriations.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Reviewing draft legislation or testimony; AND
Researching, analyzing, evaluating, and interpreting legislative regulations and policies; AND
Drafting summary reports, or other briefing materials; AND
Researching and drafting responses for congressional inquiries and correspondence (i.e. budget related inquiries, congressional requests on budget or appropriations issues).
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Responding to and advising on congressional correspondence and briefing requests (i.e. budget related inquiries, congressional requests on budget or appropriations issues); AND
Developing and implementing legislative/appropriations outreach strategies to inform and educate Members of Congress and their staff on an organization's mission, programs and operations; AND
Coordinating resolution of congressional appropriations and/or budget related inquiries and requests from committee staff in support of an agency's operations.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
