Duties
As a PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include:
Serves as subject matter expert (SME) on SC program planning, specifically supporting the planning and development of Maritime Security Initiative (MSI) program design.
Responsible for engaging with the INDOPACOM J55 and PACFLT N5 security cooperation planners to facilitate the development of country-level SC goals in the context of Title 10 SC resources.
Works with DSCA International Operations Directorate and BPC equipping and training divisions to identify appropriate DSCA resourced Title 10 SC training and equipping solutions to meet strategic and country-level end states.
Supports efforts to engage with other DoD organizations with SC tools to identify appropriate Title 10 SC activities to incorporate into program design, including senior-level engagements, conferences and seminars, advising, education, training, equipping, military unit engagements, exercises, and exchanges.
Maintains a close relationship with GCC and U.S. country team components to understand theater and country level strategies and plans.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Security cooperation program planning and design;
Working with global combatant commands to ensure security cooperation plans, programs, and policies are consistent with national and regional objectives;
Provides analysis to ensure that program implementation plans are consistent with DoD and inter-agency absorptive capacity and implementation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
