This vacancy is for a Human Resources Specialist position in the HUMAN RESOURCES DIVISION located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other Human Resources Specialist, 0201, 11/12/13, FPL GS-13 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Determines workload projections and current and future competency gaps to align human capital with organizational goals.
Determines the appropriate pay system, occupational grouping, title, and pay level of positions.
Advises management on recruitment strategies, sources, special programs, relocation, and retention incentive programs.
Builds and manages a workforce based on organizational goals, budget considerations, and staffing needs.
Collaborates with and leads management in employing change management process concepts and techniques such as strategic planning and workforce development.

Qualifications
Specialized Experience:For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 in the Federal service. Experience for this position includes: researching and applying Title 5 personnel principles, procedures, and regulations sufficient to advise on the procedural and regulatory requirements governing the merit promotion process; developing rating factors and crediting plans for vacancy announcements; interpreting and applying position classification standards to positions and determining the correct pay category, occupational series, titles and grade level; discussing findings with management and employees, the use of automated HR information systems to post vacancy announcements, conduct qualifications analysis, process personnel actions; gather and analyze data; AND draft technical responses to inquiries, problems, and complaints.
OR
Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
OR
A combination of education and experience.
Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: determining appropriate rating and ranking selective factors and developing crediting plans to assess varying degrees of job qualifications; supporting an organization's recruitment and placement program through the research, interpretation, and application of Title 5 personnel principles, procedures, and regulations; provide recommendations to management on organizational design with emphasis on career development principles and practices; and relating position classification to the management process and other HR programs.
Education cannot be substituted at this grade level.
Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: serving as a staffing consultant responsible for analyzing trends and forecast changes in the workforce requirements that will meet future mission needs and developing and implementing policy on workforce reshaping; provide guidance or implementing and administering position classification programs; maintain and ensure position classification accuracy and consistency in interpreting and applying position classification standards.
Education cannot be substituted at this grade level.
DEU certification and USA Staffing experience highly recommended but not required.
