Duties
This position of Senior Vice President of Enterprise Data and Technology Solutions is located in the Office of Enterprise Data and Technology Solutions, reporting into the Office of the President of the Government National Mortgage Association (Ginnie Mae). The incumbent is responsible for defining, developing and implementing enterprise-wide technical and information management strategies to ensure the ongoing and future alignment of Ginnie Mae's operations and technical infrastructure across the enterprise business model. More particularly, the incumbent will define and develop strategies for all mortgage loan- and mortgage-backed securities (MBS)-related information technology (IT)- and data management-related design and development activities, which may be outsourced to multiple service providers, to ensure alignment across multiple operations/production, technology systems, data architectures and IT platforms supporting Ginnie Mae's $1.2 trillion mortgage-backed securities program. The incumbent directs two divisions - the Technology Management Division and the Enterprise Data Solutions Division - as well as the enterprise Project Management Office (PMO). The incumbent reports directly to the Executive Vice President and Chief Operating Officer and will partner closely with the Senior Vice Presidents of the various Ginnie Mae Program Offices.
Major Duties:
The incumbent is responsible for:
- Directs the development of strategies to design and implement transformational technology and information management solutions, to ensure a robust and full integration across business processes/operations and IT/data infrastructure in support of the issuance and guarantee of MBS, more specifically as related to the life cycle of Ginnie Mae's mortgage loans, MBS, and structured multi-class transactions.
-Directs the development and implementation of an enterprise-wide data strategy and data governance framework to enable sound policies and decisions regarding enterprise data architecture and standards, and related data integration and hardware/software and infrastructure operation to support high computing information environment for performance reporting, decision support, and research and analytics operations.
-Directs the strategies, development and implementation of business process improvements initiatives and the IT/data infrastructure projects with high complexity or risk, such as enterprise-wide system integrations that include large-scale enterprise resource planning across multiple contractors/outsourced MBS operations/production environments and related IT and data platforms, in support of mortgage loan/MBS processing and data management.
-Directs the Technology Management Division (TMD) that is responsible for providing the planning and technical execution leadership that meets the evolving business, information, and security needs of Ginnie Mae. TMD ensures that the enterprise architecture and related business and technology roadmap are aligned to meet the information and security requirements of the enterprise. TMD works in partnership with business stakeholders and its technology service providers to deliver on-time solutions that meet Ginnie Mae's objectives. This division maintains an information technology architecture that effectively supports Ginnie Mae's mission, vision, and business processes that operate in support of the Clinger-Cohen Act, the Information Technology Management Reform Act (ITMRA), and other Information Technology (IT) laws and regulations. Specifically, this division provides governance to align Ginnie Mae's strategic direction with the IT investments the agency has prioritized, using capital planning and budgeting techniques. This division is principally responsible for ensuring that all investments fit within a mission aligned information architecture and follows a disciplined methodology to deliver business solutions that meet agency and business operations requirements. This division also ensures adequate interoperability, security, decreased redundancy of IT systems, and oversees the application and maintenance of technological standards, to ensure that the implementation of business solutions meets Ginnie Mae, Departmental, and Federal IT guidance.
-Directs the Enterprise Data Solutions Division (EDS) that is responsible for providing the expertise and leadership critical to meeting the information needs of business stakeholders. The EDS Division is responsible for defining and implementing Ginnie Mae's data strategy that encompasses data quality, data architecture, metadata, data quality, master data management, and other information management disciplines ensuring that Ginnie Mae manages data as an enterprise asset. The EDS Division is a best practice organization that is the information hub for new projects and initiatives. This group serves as the enterprise information competency center within Ginnie Mae.

Qualifications
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last five (5) years, a political Schedule A, Schedule C, Noncareer SES or Presidential Appointee employee in the Executive Branch, you must disclose this information on your resume and to the Human Resources Office.
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising many employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature is at the GS-15 or equivalent level in the federal service or its equivalent in the private sector.

In addition to the qualifying experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative addressing each MTQ separately, not to exceed one (1) page per MTQ. You must fully address each MTQ to be rated for further consideration.
MTQ 1 - Demonstrated experience in the support of the Clinger-Cohen Act, the Information Technology Management Reform Act (ITMRA), and other Information Technology (IT) laws and regulations.
MTQ 2 - Demonstrated experience partnering with other Executves within technology and business organizations to develop policy and program reccomendations to insure the continued and expanded viability of Ginnie Mae's Mortgage-Backed Securities and Multiclass Securities programs.
MTQ 3 - Demonstrated experience in the development and implementation of an enterprise-wide data strategy and data governance framework to enable sound policies and decisions regarding enterprise data architecture and standards.
EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit a written narrative addressing each ECQ, not to exceed two (2) pages per ECQ for a total of no more than 10 pages. You must fully address each ECQ to be rated for further consideration. Current or former career SES employees, or OPM/QRB Candidate Development Program (CDP) candidates are not required to address the ECQs.
Introduction: The Office of Personnel Management (OPM) has identified five Executive Core Qualifications (ECQs). The ECQs were designed to assess executive experience and potential - not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions - not whether they are the most superior candidates for a particular position. Successful competence in the SES requires competence in each ECQ. Candidates must demonstrate executive experience in all five (5) ECQs. Your application should reflect an overall record of the knowledge, skills and abilities necessary to succeed in the SES.
Examples of good qualifications statements and the use of the C-C-A-R model (Challenge/Context/Action/Results), the preferred method of writing your ECQs, is provided in OPM's Guide to SES Qualifications.
Format: For each of the five ECQs, provide two examples of your qualifications using the four C-C-A-R elements.
1. Challenge - Describe a specific problem or goal.
2. Context - Talk about the individuals and groups you worked with, and/or the environment in which you worked to tackle a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).
3. Action - Discuss the specific actions you took to address a challenge.
4. Results - Give specific examples of the results of your actions. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
NOTE: Your responses to the five ECQs must describe the context and the results of your achievements in lay terminology, free of jargon and excessive reliance on acronyms.

ECQ 4 - BUSINESS ACUMEN - This core qualification involves the ability to manage human, financial, and information resources strategically. (Leadership competencies: financial management, human capital management and technology management).
ECQ 5 - BUILDING COALITIONS - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and Local governments, nonprofit and private-sector organizations, foreign governments, or international organizations to achieve common goals.
