This position is part of the National Archives and Records Administration, National Personnel Records Center (NPRC), a component of Agency Services (A), operates under the Federal Records Center Program (FRCP). NPRC responds to roughly 1.5 million customer requests per year for information from Official Military Personnel Records, Official Civilian Personnel Records, and other associated records stored in the St. Louis, Missouri region.
Duties
As a MANAGEMENT AND PROGRAM ANALYST, you will:
Report to the respective Team Chief overseeing the support infrastructure and may act for the Team Chief on matters not requiring personal attention of, or during absence of the Team Chief.
Conduct management studies of the various organizational elements of the Center utilizing accepted management principles and theories.
Develop operating improvements and techniques through use of manual and automated systems, procedures, methods and techniques to assure the most economical and efficient system enabling the successful execution of NPRC's mission.
Be assigned to one or more of the following functional areas, responsibilities are as described: Production and Support Systems Management, Employee Development & Business Process Management, and/or Financial Services Management
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility to the GS-11 grade level in the Federal service or equivalent, that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes ALL of the following:
- Developing user requirements, conducting user acceptance testing, and conducting implementation activities for new functions/features in systems such as CMRS, Vetrecs, and ARCIS;
AND
- Composing and communicating findings in a clear and well-organized manner to internal and external individuals at all levels of an organization;
AND
- Developing and applying rules, regulations, policies or procedures in order to determine most effective work processes.
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility to the GS-09 grade level in the Federal service or equivalent, that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes the following:
- Assist in analyzing program issues and recommending resolution actions in support of agencies and/or internal and external stakeholders;
AND
- Communicating findings in a clear and well-organized manner to internal and external individuals at all levels of an organization;
AND
- Applying rules, regulations, policies or procedures in order to determine most effective work processes.
OR
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate level education leading to such a degree or LL.M., if related.
OR Combination of experience and education. (Only education beyond the first 2 years of graduate study can be used to qualify for this position)
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
