This position is in the Federal Motor Carrier Safety Administration (FMCSA), Office of the Chief Technology Officer. The position serves as the subject matter expert and the executive point of contact and advisor to the Chief Technology Officer on administrative management support issues relative to the administration and operational requirements that are essential to the direction and operation of the Office.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience for the grade.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience developing and managing an agency or program office level budget of over $20M per year.
Experience developing, tracking, and managing spend plan.
Experience serving as the primary point of contact for all human resource actions within an organization.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the rules, regulations, methods, procedures, and practices in a wide variety of administrative management area such as financial management, space management, accountable property, human resources, acquisition planning, contract management and records management.
Ability to apply analytical and evaluations methods techniques and practices to identify processes and services needing improvement and to implement changes which will satisfy the customer’s needs and lead to organizational effectiveness.
Knowledge of financial management accounting systems, policies, processes, procedures and the elements of budget execution.
