The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Realty Specialist, you will:
Serve as a technical advisor to the Property Disposition Division Director or Supervisory Realty Specialists on all matters related to the relocation of tenants and the acquisition, management, repair and sale of HUD-owned projects, relocation of tenants, partial payment of claims and foreclosures of defaulted loans.
Service difficult and complex multifamily projects which may have controversies, opposing special interest groups, adverse economic or environmental circumstances and impact on the community.
Prepare a variety of correspondence addressed to owners, purchasers, attorneys, Units of Local Governments, managing agents, contractors, project residents, and replies to inquiries from Congress, citizen groups, industry groups and other HUD customers.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Specialized Experience for this position includes:
- Developing solutions to organize and deliver to business partners to increase consistency and accountability; AND
- Providing technical assistance regarding a variety of real estate activities to internal and external stakeholders, such as: Property Disposition, Property and Asset Relocations, Section 8, affordable housing preservation and property management functions in Multi-Family housing; AND
- Performing analysis and recommendation for real estate activities, such as: Property Disposition, Property and Asset Relocations, Section 8, affordable housing preservation and property management functions in Multi-Family housing.
Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
Specialized Experience for this position includes:
- Assist in responding to inquiries and explain Realty services, processes, and procedures for Property Disposition, Property and Asset Relocations, Section 8, or affordable housing preservation and property management functions in Multi-Family housing; AND
- Assist in performing real estate project management using multiple project management tools to manage the project from inception to closeout or disposition; AND
- Assist in collaboration, coordination, and consult with internal and external stakeholders.
OR Education: You may substitute education for general or specialized experience as follows:
Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related
OR Combination: You may qualify by a combination of experience and education.To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
Specialized Experience for this position includes:
- Maintaining and retrieving information from various automated data systems; AND
- Participating in preparing and providing oversight to management with realty transactions for review and approval; AND
- Compiling research to assist in making decisions and determinations for inquiries.
OR Education: You may substitute education for general or specialized experience as follows:
Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12 you must have been at the GS-11 level for 52 weeks.
For the GS-11 you must have been at the GS-09 level for 52 weeks.
For the GS-09 you must have been at the GS-07 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
