Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-6. At the GS-5 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-6. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, & availability of funds. Duties may include, but are not limited to the following: Reviews personnel documents for proper application of pay and leave regulations and consistency of input in the actions of appointments, promotions, pay adjustments, reassignments, awards, and separations. Reviews authorization documents and codes the appropriate data for input into an integrated personnel and fiscal automated system to properly update employees' master records. Adjusts leave balances due to incorrect coding of time and attendance records, receipt of corrected cards, complicated leave buy backs, restoration of leave, donated leave and advanced leave. Processes federal and state tax levies and other collections of debts due the US government or state government. Advises employees on these collections and the effect on the employees' salary checks. Withholds required amounts from salaries for alimony, child support, bankruptcy, and commercial garnishments. Calculates amount of deductions and advises employee of pay implications. Reviews time and attendance cards of a diversified workforce covering a wide variety of different types of appointments and employment situations under various pay systems. Researches and completes complex pay adjustments which may involve transfers between pay systems differing in pay, leave, and benefit entitlements and may be retroactive over an extended period of time. Trains timekeepers in the absence of Lead Civilian Pay Technician. Conducts audits of timekeepers and timecards to assure conformity to regulations. Performs other related duties as assigned. TO QUALIFY FOR THIS POSITION AT THE GS-05 LEVEL YOU MUST MEET ONE OF THE FOLLOWING: SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to the next lower grade level (GS-4) in Federal service that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes responsibility for processing and verifying payroll transactions; knowledge of timekeeping procedures; ensuring accurate and timely pay for employees; applying organizations pay and leave policies to ensure accurate transactions; and using a computer to process payroll transactions and perform associated administrative duties. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR- EDUCATION: Have successfully completed four (4) academic years of progressive education above high school, leading to a bachelor's degree, in any field for which a high school graduation or the equivalent is the normal prerequisite. Education cannot be credited without documentation. -OR- COMBINATION: Have an equivalent combination of successfully completed post-high school education, beyond the second year, and specialized experience, as described above. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Work is performed primarily while sitting, but requires some walking, standing, and carrying light objects. Bending and stooping is required when accessing files. May occasionally drive an automobile to visit outpatient clinics. Manual dexterity is required in operation of a calculator, computer and other office machines. As a key member of the Fiscal Service staff, the responsibilities of this position generate a high degree of mental pressure upon the incumbent in meeting report and closing deadlines.
