The Civilian Payroll Technician position is located at the VA Iliana Healthcare Facility in Danville, IL.
Duties
MAJOR DUTIES:
Reviews personnel documents for proper application of pay and leave regulations and consistency of input in the actions of appointments, promotions, pay adjustments, reassignments, awards, and separations.
Reviews authorization documents and codes the appropriate data for input into an integrated personnel and fiscal automated system to properly update employees' master records.
Adjusts leave balances due to incorrect coding of time and attendance records, receipt of
corrected cards, complicated leave buy backs, restoration of leave, donated leave and advanced leave.
Processes federal and state tax levies and other collections of debts due the US government or state government. Advises employees on these collections and the effect on the employees' salary checks.
Effects payment of final salary to beneficiaries of deceased employees and adjusts salary records to reflect correct data.
Withholds required amounts from salaries for alimony, child support, bankruptcy, and commercial garnishments. Calculates amount of deductions and advises employee of pay implications.
Reviews time and attendance cards of a diversified workforce covering a wide variety of different types of appointments and employment situations under various pay systems (GS, WG, VCS, SES, etc) with different entitlements to pay, leave, deductions and benefits based upon pay plans. Many tours of duty are different from the normal work schedules (e.g. round-the-clock operations, 2 day tours of duty, irregular tours of duty) and are covered under different pay entitlement systems which vary greatly in premium pay and or benefits entitlement. Incumbent must be able to research and distinguish the entitlement to each of these employees and apply the proper guidelines to each pay plan involved. Appropriate guidelines must be properly applied to each retirement system (CSRS, FERS, Offset) as well.
Computes and codes for input the pay adjustments resulting from omissions of premium pay from time and attendance reports, delayed processing of personnel actions, changes in pay effective other than the beginning of the bi-weekly pay period, buy back of leave due to OWCP claims, and continuation of pay following traumatic injuries, etc.
Prepares required payroll reports including the Internal Control Certification, Fiscal Value Audit, end of fiscal year accruals and assures that submission is on a timely basis.
Maintains payroll records for employees on an up-to-date basis. Retention is based on agency regulations.
Performs duties of the Control Point Activity. This includes reviewing and releasing all Human Resources input from the control point, releasing all Fiscal control point data, receiving and distributing the output data, and initiating action to obtain corrected input for rejected data.
All other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 7:45 am to 4:15 pm, Monday to Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below at the GS5 Target 6 grade level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reviewing documents for proper application of pay and leave regulations, processing debt collections, and reviewing time and attendance cards OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have . I have successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of a full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (TRANSCRIPTS REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the 2nd year of undergraduate level education.
You may qualify based on your experience as described below at the GS6 grade level:
GS-6 LEVEL EXPERIENCE: Must have at least one year of specialized experience equivalent to the GS-5 grade level which provided the knowledge, skills, and abilities to successfully perform the duties of a Civilian Payroll Technician. Specialized experience includes but is not limited to: Experience resolving a wide variety of complex issues and problems relating to payroll functions. Proven experience working with automated systems including payroll systems. Ability to reconcile records to source documents. Knowledge of Federal rules and regulations governing employment and pay. Knowledge of the rules and regulations governing the processing of salary payments, deductions, and benefits for a variety of employment categories.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is primarily performed in an office environment with visits necessary to other areas for audit purposes or to provide training or assistance to timekeepers.
