Employee will serve as a Civilian Pay Technician aligned within Fiscal Service at the Veterans Healthcare System in Danville, IL.
Duties

The primary purpose of this position is responsible for the full range of payroll duties, the accuracy and timeliness of pay and leave accounts for employees and determines the proper application of guidelines for multiple pay plans. Duties will include, but may not be limited to the following:
Performs clerical and technician work resulting in the biweekly or monthly determination of pay for civilian pay employees.
Audits each coded Request for Personnel Action to ensure proper application of pay administration rules and regulations.
Adjusts leave balances due to incorrect coding of time and attendance records, complicated leave buy- backs, restoration of leave, donated leave and advanced leave.
Processes federal and state tax levies and other collections of debts due the US government or state government.
Advises employees on collections and the effect on the employees' salary checks.
Reconciles Defense Finance Accounting Service (DFAS) and other reports on a daily or weekly basis in order to provide proper pay to employees.
Reviews time and attendance cards of a diversified workforce covering a wide variety of different types of appointments and employment situations under various pay systems.
Researches and processes complex pay adjustments which may involve transfers between pay systems differing in pay, leave, and benefit entitlements and may be retroactive over an extended period of time.
Provides initial and periodic refresher training to employees who have been assigned timekeeping duties.
Performs desk audits of unit timekeepers to ensure strict compliance with regulations, policies, and procedures.
Answers requests that are of confidential nature and provides assistance to employees, supervisors and other personnel.
Performs other related duties as necessary.
Work Schedule: Monday-Friday, 7:45am - 4:15pm

Qualifications
GS-6 SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-5) in the Federal service. Specialized experience includes using various computer software packages and databases to enter employee payroll and timekeeping data, to prepare a variety of correspondence and reports, and to review payroll records/documents to make pay and leave computations, to resolve pay and leave issues; and assisting other pay staff and employees on pay and leave policies, regulations, and procedures.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. PHYSICAL REQUIREMENTS: Work is performed primarily while sitting, but requires walking, standing, and carrying light objects. Bending and stooping is required when accessing files. May occasionally drive an automobile to visit outpatient clinics. Manual dexterity is required in the operation of a calculator, computer, and othe4r office machines. As a key member of Fiscal Service, the responsibilities of this position generate a high degree of mental pressure to meet report and closing deadlines.

Education
