This is a public notice flyer to notify interested applicants of anticipated vacancies through the DHA for certain personnel of the DoD/ Modified Direct Hire Authority. Duties

You will be responsible for assisting with rate development analysis and documentation in accordance with Comptroller guidance and deadlines. You will serve as Business and Financial Manager (BFM) under the direction of senior analysts supporting the Airborne Instrumentation Systems Department (AISD) within the Range Ops Branch. You will be responsible for assisting in a variety of financial and administrative functions. You will perform all administrative transactions associated to resource management utilizing various systems and tools. Process all Requests for Personnel Actions (RPA) timely and accurately. You will provide analysis and support to auditing activities such as documentation retention, substantive control testing, and business process improvement.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-07: Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Assists in preparing and submitting budgets to the department lead Business and Financial Manager (BFM) in accordance with applicable customer and Comptroller guidance. 2. Assists in providing advice to help ensure that funds are expended in compliance with financial regulations & policies. 3. Assists in all financial & contractual actions and ensure they are within current fiscal year budget execution spend plan and acquisition strategy. GS-09: Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Documents obligations, expenditures and/or recovery of other program requirements are tracked these actions required will utilize efficient and effective management of databases of record. 2. Ensures that internal spend plans are updated regularly to accurately correspond with budget execution submissions and updates that are submitted to the sponsor. 3. Support with financial budgeting, execution, forecasting and analysis.
