The Program Support Assistant will provide administrative program support in the Academics and Research Service of the Mann-Grandstaff Veterans Affairs Medical Center (MGVAMC). The incumbent will be the principal provider of support to the Research and Development Committee (R&DC), the Institutional Review Boards, the Research and Academics Administrative Officer, and the Associate Chief of Staff for Research.
Duties
Major Duties:
Providing program and administrative support
Providing technical and program support on all administrative and management functions including but limited to planning, programing, assessments, inspections, budgeting, training, data processing, personnel, equipment, property and logistic management
Preparing various personnel actions and recruitment requests to Human Resources
Preparing and monitoring various workload and cost reports
Analyzing cost items pertaining to labor, training, travel, space requirements, and equipment
Ensuring funds are available to cover charges related to the expenses of the organization
Reviewing office needs, plans, and goals to develop budget data and justification for review and approval.
Preferred Experience:
Performs general program support work such as collection, compilation, research and/or tracking of data and program information.
Provides clerical or technical level support to administrative areas such as human resources, human research protection program, purchasing, management analysis, or operating program analysis.
Schedules, locates, and reserves appropriate meeting space, assists in planning agenda and materials, and prepares agendas/meeting minutes.
Develops, refines, and maintains appropriate computerized database to allow for tracking and retrieval of personnel records and human subject protection training and credentialing of researchers.
Sets appointments with individuals requesting meetings, issues reminders, and sends messages on behalf of leadership.
Work Schedule: Monday - Friday 8:00 am - 4:30 pm.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade: Any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge in planning for and developing systems, policies, functions, and services to ensure all staff meet procedural, regulatory, and administrative requirements for work; Knowledge in ensuring that administrative processes are initiated, monitored, and completed timely and accurately in compliance with applicable directives, policies, and procedures. Knowledge of various specialized databases, cloud based contracted software and systems to record, report, monitor and carry out administrative support operations; Knowledge of preparing correspondence, i.e., reports, emails, letters, etc., related to overall program mission; Knowledgeable of protecting printed/electronic files containing sensitive data and unauthorized release, loss, alteration, or deletion; and knowledgeable on taking meeting minute notes on various committees, site visits and morning huddles.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
