The primary purpose of this position is to serve as the Assistant International Military Student Officer and Field Studies Program Manager for dissemination of United States Air Force (USAF) Security Cooperation Education and Training program (SCETP) policy and guidelines to Air University (AU) .

Duties

Focal-point for the planning, programming, and execution of Field Studies Programs. Performs AU International Military Student Officer (IMSO) duties. Undertakes the duties required in the planning, programming, acculturation, and integration of AU partner permanent party personnel and families.

  • Attendance at social functions with senior leaders and dignitaries is required in conjunction with normal duties
  • Bachelor's degree in Political Science, International Relations, National Security Affairs, Education, Curriculum, Business/Business Management, Psychology or related fields is highly desired
  • Employee should hold an International Affairs level I certification and must meet the desired standards of education for an International Affairs Level II certification within six years of employment in the position
  • Must be able to obtain a Secret security clearance
  • The work requires an understanding of International protocol, a high degree of interpersonal skills and the ability to support management and staff. Experience in the arena of protocol or protocol-type duties/responsibilities would be beneficial
  • Holding and maintaining a Defense Security Cooperation Agency Personnel Initiatives Certification as an International Affairs Professional is highly desirable
  • TRAVEL AND RELOCATION EXPENSES WILL NOT BE PAID

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes (1) expert knowledge of a wide range of DoD and USAF policies, procedures and regulations applicable to U.S. National Security Strategy, National Military Strategy, Guidance on Employment of the Force, Security Cooperation goals and objectives, and the USAF Global Partnership Strategy and their relationship to and affects on IMET and FMS training and education programs conducted within DoD and USAF institutions; (2) extensive knowledge of the Air University/International Affair operations, to include education program management, policy development, administration and student loads; (3) expert knowledge of foreign countries political, social, economic, and cultural make-up in order to be an effective liaison and enable interaction with foreign government officials, representatives and senior military officials in work and social environments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. General knowledge of DoD Security Cooperation program administration, policies, and procedures. Specialize, in-depth knowledge regarding Security Assistance training, in particular, including the Foreign Military Sales and International Military Education and Training programs. 2. General knowledge of International politico-military affairs, with specific knowledge of the DoD Security Cooperation goals and architecture, and Air Force International Affairs processes. 3. Professional knowledge of principles, practices, and techniques of instruction and educational methodologies in areas such as design of instructional systems, development of curricula, preparing educational materials, tests and measurement devices, and educational program evaluation. Knowledge of the goals and objectives of the Field Studies Program and the ability to link them to historical figures, locations, and subject matter experts in order to impart their understanding among IMS'. 4. Demonstrated proficiency in writing clear, concise and logically sequenced reports and other correspondence, and the ability to effectively communicate orally before large audiences and interact effectively with representatives of diverse cultures is required. Practical knowledge of Microsoft Office suite of applications is required. 5. Knowledge of budget/financial controls, unit level procurement systems, and conduct of cost-benefit analysis in support of budgetary decisions and establishment of organizational priorities. In depth knowledge of unique FSP budget/financial controls, unit level procurement systems, and conduct of cost-benefit analysis in support of budgetary decisions and establishment of organizational priorities is mandatory. 6. Demonstrated expertise of military personnel policies and requirements as they relate to supervisory responsibilities and effective employee management. Professional knowledge and experience providing for methods and techniques of leadership and management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
