The incumbent provides direct confidential executive-level assistance to the Chief of Medicine. She/He works at a two-divisional teaching hospital affiliated with the State University of NY Upstate Medical Center at the U.S. Department of Veterans Affairs (VA) Medical Center, Syracuse, NY. This position is physically located at the Syracuse VA Medical Center in the Medicine Department.

Duties

Duties include but not limited to: Researches and/or analyzes problems, issues, or program requirements. Researches and/or analyzes stable or simple administrative issues. Determines pertinent issues and collects relevant information from a variety of sources. Reviews information and applies standard analytical techniques. Develops recommendations and proposals. Plans and/or accomplishes special projects. Uses standard approaches to perform a variety of duties related to special projects involving administrative or support issues. Conducts extensive research and compilation of data from diverse sources. Extracts and assembles information, conducts analysis and develops reports or presentations. Receives schedules, refers, and contacts members of the staff, agency, and persons outside the agency ranging from other government agencies to the general public. Responds to administrative problems brought to the attention of the Chief of Medicine by members of the staff or management officials outside the organization or outside the agency. Notifies the appropriate management officials of the need for information or recommendation, and either prepares the response or follows up to ensure a timely response by others. Makes necessary arrangements for conferences, meetings, appointments, and ensures that all scheduling functions are complete. This includes conference or meeting rooms, necessary equipment, supporting materials, files, and attendance of other staff members. Assures all presentation material is compatible with meeting place requirements. The incumbent serves as the principal office administrator on all office information systems for the Medicine Department; and is skilled in the use and understanding of various office automation applications, databases, and various software packages to accomplish work assignments. The incumbent interprets VA policies and procedures dealing with automated information/data systems to provide guidance and assistance to employees pertaining to the effective utilization of automated information/data systems. Inputs data into automated data system and operates a computer or other office equipment as required. Work Schedule: Monday-Friday 7:30am-4:00pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Understanding of performance improvement principles (ACA, general systems theory, queuing theory, etc.) Knowledge of health care systems and delivery systems, management principles, practices, methods and techniques, and skill in integrating management services with general management of the organization is needed An extensive knowledge of Veterans Integrated Systems Technology Architecture (VistA) packages that support the medicine processes is needed to insure the success of integration. Applies knowledge and abilities to analyze, evaluate and make recommendations on major aspects of all assigned VISTA and commercial off the shelf computer packages. Incumbent works with OI&T to troubleshooting computer packages, which require developing specifications and business process models. The position requires the ability to retrieve, track and trend information for analysis and reporting. Knowledge of VA policies, directives, operating procedures, information flow and current automated practices in government and the private sector sufficient to ensure applications are consistent with the current and planned infrastructure and data environments used at the VAMC. Knowledge of timekeeping. Knowledge of, and skill in applying user acceptance testing principles, methods, and approaches sufficient to test, debug and maintain software applications that meet functional requirements. A comprehensive knowledge in business metadata is needed to provide information related to continued business operations and external requests such as JCAHO, SOARS, and other audits. Knowledge of style and format, grammar, spelling, punctuation, sentence structure, and terminology used in hospital administration. The incumbent must possess expert level skills in PowerPoint, Excel, Word and Outlook, and in operating general office machines (i.e., computer, copier, facsimile, etc.). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another.
