The position is located in the Office of the Director, Acquisition & Asset Management Division, Marketing and Regulatory Programs Business Services. If selected, you will be responsible and provide support for all administrative service functions in the Division. Functions include budget planning and analysis, procurement management, personal property management, and all other administratively related programs.

Duties

The duties may include, but are not limited to: Advises the division's Administrative Officer on a wide range of administrative, budgetary, and human resources issues. Serves as the Federal Agency Travel Administrator for Concur. Manages travel restrictions on conference and training attendance. Works with staff to develop justification documents and develops cost comparisons for all proposed meetings/conferences to determine the most cost-effective location. Assists new employees in obtaining a government travel card, monitors outstanding and delinquent accounts, and provides program officials with recommended actions. Orders and purchases equipment and supplies for the office. Orders forms, publications and services and processes invoices for payment. Develops specifications for goods and services and ensures contract work is performed as prescribed and completed in a timely manner. Prepares requisitions for supplies, equipment, and maintains adequate stock for the Division. Conducts periodic administrative management reviews to ensure conformity with all applicable administrative/human resources policies.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Monitoring, analyzing and preparing periodic status update reports on past and current year operating budgets. Participating in projects related to budget development, projections or management. Supporting various administrative processes including budget, procurement and travel. OR master's or equivalent graduate degree with a major study in accounting, business administration, business or commercial law, commerce, economics, finance, or other fields related to the position. OR 2 full years of progressively higher level graduate education leading to such a degree in accounting, business administration, business or commercial law, commerce, economics, finance, or other fields related to the position. OR LL.B. or J.D., if related Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
