Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a/an IT Specialist (Network Services) (Voice and Messaging Specialist), you will: Plan, implement, and maintain telecommunication services to customers and clients. Assist with developing the policies, procedures, guidelines, and standards for the planning, development, integration, implementation, and evaluation of information technology programs and projects to meet the overall information needs of the program area. Conduct usage studies and recommends course of action. Participate in projects from advising on specification requirements and limitations to helping project managers define the problem and need. Evaluate and recommend new telecommunications technology and architecture. Complete IT projects, including system upgrades, migrations, and implementations. Develop project plans, coordinate resources, and monitor progress to ensure timely completion within budget and quality standards.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: -Participating in assessing information technology program effectiveness for consistency with mission objectives and identifying operational problems; AND -Maintaining Avaya Communications Manager, Avaya Audix or IX Messaging, Avaya System Manager and VolP platforms; AND -Working as part of a team designing, developing, or implementing a new business process or information technology system; AND -Participating in change management activities such as documentation development, reporting and approval/review processes. Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: -Troubleshooting moderate to complex failures in critical systems, Avaya telephone system issues and operational support services that complement a business' processes; AND -Compiling data, drafting reports, and performing analysis of network and telephone systems data to formulate finding recommendations to ensure compliance with policy and regulations. AND -Experience assisting in the development of IT policy and or procedures. OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes: -Reviewing, analyzing, and resolving telephone and network system issues.; AND -Assisting in compiling data, drafting reports, and performing analysis of network and telephone.; AND -Experience with systems data to formulate finding recommendations to ensure compliance with policy and regulations. OR Education: You may substitute education for general or specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12 you must have been at the GS-11 level for 52 weeks. For the GS-11 you must have been at the GS-09 level for 52 weeks. For the GS-09 you must have been at the GS-07 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
