About the Position: You will serve as Program Analyst for the Programs and Project Management Division (PPMD), the District Office is located in downtown Little Rock with easy access to major interstate highways, flexible work schedules, free parking, onsite credit union and fitness center.

Duties

As a Program Analyst you will develop the schedule task expenditures that lead to the development of a workload plan to complete civil works and military projects. Validate and present schedules and plans required for internal management purposes. Utilize appropriate techniques to plan, coordinate, develop and monitor execution plans for District projects and programs. Determine the impact of changes in fiscal or technical guidelines and develops local implementation guidance to ensure compliance while minimizing adverse effects.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify for the GS-11: Specialized Experience: One year of specialized experience which includes performing at least 2 of the 3 following duties: 1) advising management officials on policy/regulatory changes affecting the organization; OR 2) analyzing program/management problems to determine needs for improvement; OR 3) providing administrative support to an organization, to include personnel support or position management.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Control of FundsOral CommunicationPlanning and Evaluating Time in Grade Requirement for the GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement for the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
