Duties

You will ensure financial transactions are supported with proper documentation and in accordance with policy and internal control practices. You will review funding execution documents and reports using available financial management systems, and will ensure maintenance and retention of documents and files for audit and archival purposes. You will prepare data for presentations or reports on financial goals, objectives, and information to meet programmatic, budgetary, management initiatives, and directives. You will perform budget planning and related execution tasks, analyze various program requirements, and make recommendations on the allocation and execution of funds. You will monitor the commitment, obligation, and expenditure of funding provided via funding documents, and takes steps to resolve any discrepancies identified. You will analyze proposed budget changes, prior to and in the year of execution, and make recommendations to accommodate budget changes. You will provide input to Government Accountability Office (GAO) audits/Congressional inquiries/Financial Management and Budget (FMB) questions/Office of the Secretary of Defense (OSD) inquiries.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least three years of general experience that includes one year of experience at or equivalent to the next lower pay band, NH-01 (or GS-04 equivalent) in the Federal service or equivalent experience in the private or public sector analyzing financial documents and reports, monitoring obligations and expenditures, utilizing financial management systems to accomplish tasks, or ensuring financial accounts are balanced against plans and established benchmarks. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Successful completion of a full four-year course of study leading to a bachelor's degree; OR
  • A combination of experience and education as described above that equates to one year of experience.
