Duties

You will manage scientists and engineers typically performing Budget Activity 6.1-6.3 funded work and/or work in the research and development of new technologies. You will lead and assist competency personnel in obtaining resources needed to address strategic science and technology goals and emergent technology needs You will perform theoretical investigation, applied research, and/or advanced technology experimentation work (virtual, lab, and/or field) to explore the application of new technologies to Naval Information Warfare operational problems. You will develop competitive research proposals/grants. You will implement personnel leadership skills, to include management, coaching, evaluation, training, and accountability/discipline of personnel.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading research, development, test, and evaluation efforts in the development of new technologies and technology transition/insertion processes for use in advanced information warfare systems and subsystems. Examples of Qualifying Experience: Leading technical teams in performing scientific research of new technologies with applications in the information warfare domain AND/OR leading technical teams in developing advanced prototypes for experimentation/demonstration of new information warfare-related technologies; development of new technical ideas based on fleet needs, gaps and operational concepts Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Developing and maintaining strategic plans. 2. Customer Service - Works with clients and customers (that is any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services, IT-related experience demonstrating this competency include: Provide policy guidance to IT management, staff, and customers. 3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: Personnel leadership skills to include management, coaching, accountability/discipline of IT workforce personnel. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: Develop alternative approaches to addressing issues; recommend solutions; and lead the implementation of management decisions.
