This position is located in the Administration and Business Services Division at the Independence National Historical Park in Philadelphia, Pennsylvania.

Duties

Some of the duties you will perform will include, but are not limited to: Performs planning, analysis, programming, tracking, and projecting of budget, personnel costs, and project-based accounts, such as Housing and Leasing accounts. Provides technical guidance and support for travel preparation and reconciliation, payroll, and credit card expenditures and reconciliation. Tracks and facilitates financial systems associated with all-hazard expenditures and personnel including administratively determined hires and identifying and moving expenses to special accounts. Provides guidance and frequent assistance to the park leadership team, divisional program managers, and program assistants on timekeeping, purchase card usage, and budget execution. Uses computerized programs such as Administrative Financial System (AFS4), Financial and Business Management System (FBMS), Project Management Information System (PMIS), Concur, and Quicktime. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-12/13/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include, but are not limited to: reviewing documents such as vouchers, purchase requests, work orders, and contract invoices to verify budgetary account codes and dollar amounts; comparing job orders, work orders, and requests for funds with account balances to assure that funds are available; and/or adjusting account balances to reflect the effect of allotments, transfers, obligations, expenditures, and other actions which change the amount of funds available in accounts. You must provide hours per week worked AND the to/from dates in month/year format on your resume as outlined in the vacancy announcement. -OR- EDUCATION: Successful completion of at least one full year (18 semester/27 quarter hours) of graduate level education that is directly related to the work of the position (such as business administration, economics, accounting, governmental budgeting, and public administration). You must provide a copy of your transcripts. -OR- EXPERIENCE AND EDUCATION: Successful completion of a combination of education and experience as described above. For example, I have 6 months of specialized experience (50% of the experience requirement), and 9 semester hours or 14 quarter hours of directly related graduate level college study in an accredited institution (50% of the qualifying education). Note: Your resume must support this statement and you must submit copies of your transcripts. -OR- One or more of the following Superior Academic Achievement (S.A.A.) criteria: (1) Class standing upper third in graduating class; (2) Grade-point 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major filed completed during the final 2 years of the curriculum; or (3) Election to membership in a national scholastic honor society recognized by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. Note: Please provide a copy of your transcripts, and provide documentation of class standing, GPA in major, and/or honor society membership if qualifying based on one of these criteria. Note: Your resume must support this statement and you must submit copies of your transcripts. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS- 07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped a candidate with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include but are not limited to: tracking expenditures by proper accounts and type; providing information on salary calculations and employment ceilings for incorporation into budget planning, preparation, and execution; analyzing and evaluating changes in program plans and funding and their effect on the budget; and/or preparing financial reports consistent with regulations and guidelines. You must provide hours per week worked AND the to/from dates in month/year format on your resume as outlined in the vacancy announcement. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree or 2 full years (36 semester hours/54 quarter hours) of progressively higher-level graduate education leading to such degree or LL.B. or J.D., directly related to the work of the position (such as business administration, economics, accounting, governmental budgeting, and public administration). You must provide a copy of your transcripts. -OR- EXPERIENCE AND EDUCATION: Successful completion of a combination of such education and experience. Only graduate education in excess of one year (18 semester hours) may be used to qualify applicants for the GS-09 grade. For example, I have 6 months of specialized experience (50% of the experience requirement), and 27 semester hours of directly related graduate level college study in an accredited institution (50% of the qualifying education). The total percentage must equal at least 100 percent to qualify. Note: Your resume must support this statement and you must submit copies of your transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
