The Insurance Service, directs and manages the operation of all Government Life Insurance programs. For the Life Insurance programs administered and supervised by the Department of Veterans Affairs, the Insurance Service is responsible for the administration and oversight of the Insurance programs. Insurance Program Management is responsible for legislative and regulatory changes, SGLINGLI oversight, Insurance program oversight, the budget, actuarial functions, training, and system development.
Duties
Major Duties:
This position serves as a Budget Analyst to the Assistant Director and/or Staff Chief(s) of Insurance Program Management located in the Philadelphia Insurance Center. The incumbent's duties as a Budget Analyst include, but are not limited to:
Formulating, justifying and executing the budget plans for the funds of all major aspects of the Veterans Affairs Life Insurance programs.
Prepares and monitors the execution of budget revisions during the fiscal year through analysis of a variety of statistical reports to incorporate changes in the Life Insurance programs and/or legislation.
Conducts and/or directs management studies in the areas of productivity measurement, manpower utilization, organizational structures and workload projections.
Replies to a variety of executive level, Life Insurance program-oriented inquiries which require in-depth research; and in doing so, develops and recommends the Department's position or policy on the issue.
Acts as a team leader to other budget analysts and personnel in the Staff.
Identifies, distributes and balances workload and tasks among employees making adjustments to ensure timely accomplishment of the team's final products.
Intercedes with the supervisor on behalf of the team to inform supervisor of performance management issues, status of projects, etc., and recommends actions for resolution.

Qualifications
Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). GS-12
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Experience planning and implementing operational program budget execution duties (2) performing studies and audits on funding (3) Analyzing and evaluating program plans and budget issues.
GS-13
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Experience performing resource planning, capital and asset management process for budgetary needs; and all other aspects of financial management process for an organization (2) Formulating and executing Agency level budget requirements; (3) Preparing necessary supporting budget justifications (4) Projecting and analyzing the effects of budgetary actions and interpreting financial management policies and procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
There is no educational substitution for the GS-12 and GS-13 level.
