About the Position: This position is located in the United States Army Corps of Engineers, Resource Management Office, Budget, Manpower & Management Branch in Philadelphia, PA. Duties

Serve as a District Budget Officer and Chief, Budget, Manpower/Management Branch, responsible for district Budget, Manpower and Management Analysis programs. Establishes the overall budgetary objectives and policies of the employing organization and indicates the sources and types of funding available. Manages the District’s total annual operating budget, which in in excess of $400 million Analyze trends in fund utilization and prepares periodic installation cost and performance reports to compare actual with forecasts. Plans, organizes, promotes and directs the District’s overall Manpower Management Program and Management Analysis Program in accordance with Department of Army and Corps of Engineer policies. Supervises the work of employees involved in management analysis; budget formulation, execution and analysis; and manpower management to plan and assign work based on priorities and capabilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require travel up to approximately 10% of the time.
  • This position requires the incumbent to complete and obtain the Financial Management Level 2 certification within 2 years of hire.

Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes meeting all of the following: 1) Oversee or manage the Operating Budget activities of an organization; 2) Develop, issue and implement District-wide programming, budgeting policies and procedures; 3) Oversee the development of long range, multi-year project cost estimates for workload planning and forecasting manpower requirements;4) Plan and direct the organization's manpower requirements; 5) Establish priorities and schedules; assign & evaluate work; and 6) Oversee the organization's funds control. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementBudget AdministrationBudget Formulation, Justification, and PresentationConcepts, Policies, and Principles of BudgetLeadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
