This position is located under the Primary Care Service at the VA Caribbean Healthcare System medical center in
San Juan. The PSA apply analytical and evaluative methods and techniques in performing administrative functions
and provides support to the San Juan Primary Care Service Administrative Officer in operational and program
administration activities.
Duties
Duties include, but are not limited to:
Functions as assistant to the Primary Care Administrative Officer (AO), he/she supports the AO in the day-to-day operations, coordination, planning of ongoing project activities and evaluation of PCS administrative and clinical programs.
He/she provides a variety of administrative support services essential to the direction and efficient operation of the Primary Care Service, including issues related to organizational missions and functions.
Serves as the first line contact for PCS staff regarding procured items coordinates a variety of office support
services in support of the work of the clinic, such as requisition, purchase, delivery, installation, maintenance
repair coordination, and disposal of equipment.
Reviews equipment and property utilization and recommends action as necessary to assure that economical and efficient use is made of equipment and other property, and other specialized equipment necessary to the effective functioning of the clinic.
Provides administrative support to the Administrative Officer on HR related documents: position descriptions,
memorandums, performance appraisals, recruitment, incentives, awards etc.
Assists the Administrative Officer for HR following status of postings to LEAF and E-Performance.
Assist in monitoring and maintenance of clinic profiles in Primary Care Service.
Ensures that staff members make timely submission of their leave requests for clinics cancellations according the VACHS leave request policy and follow up with supervisor that the request had been entered in the LEAF automated system and approved in accordance with the VACHS protocol.
Performs other related duties as assigned.
Work Schedule: 7:30am-4:00pm Monday through Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Physical Requirements: The work is sedentary although there may be sometimes that the employee maneuvers throughout multiple clinic locations to gather information, data, conduct analysis and resolve issues. The work may require some physical
effort such as walking, bending, sitting, carrying of light to medium items and occasional errands runs are required.
