The Administrative Officer (AO) is for the Dental Service at the Martinsburg VA Medical Center. The Dental Service is responsible for the delivery of comprehensive dental services provided at the Martinsburg locations, as well as dental services provided through the Homeless Veterans Dental Initiative (HVDI) Program, General Dentistry Residency Program, Dental Fee-Basis and Care in the Community Programs in West Virginia, Maryland, Virginia, Pennsylvania and Washington DC metro areas.

Duties

The AO is directly accountable to the Dental Service Chief and has responsibility for day-to-day administrative operations and budgetary activities related to the Dental Service. In this capacity, the incumbent has administrative responsibility for space, contracts, equipment, recruitment, data management and validation, and budget formulation for the Service. He/she is responsible for ensuring that the programmatic, systematic, and financial objectives of the Service are met, and provide support to the Service Chief by analyzing, evaluating, developing, advising on and/or coordinating health delivery systems and operations. Duties include but are not limited to: The incumbent analyzes and develops policies, procedures, practice guidelines and evaluates how they will impact on delivery of Service. The incumbent assists the Service Chief with both short, and long-range plans for the Medical Center, giving special consideration to internal policies, compliance with the VHA guidelines. Forecasts, develops and administers the budgets for the service. The incumbent must possess specific technical knowledge of Infection Control standards, Occupational Safety and Health Administration (OSHA) standards, Centers for Disease Control (CDC) standards, and Patient and Radiation Safety requirements to develop, implement and manage policies and procedures for compliance. He/she maintains strict confidentiality in all correspondence and communications, i.e., proficiencies, performance appraisals, disciplinary actions, and patient issues. Ensures confidentiality and privacy practices are in compliance with the Joint Commission, VHA, and other regulatory agencies. He/she advises the Service Chief of important matters arising during his/her absence and brings to their attention the significant items in reports, files, and correspondence developed during their absences. Administers all training programs for the service ensuring compliance with changing national standards. The incumbent develops guidelines, instructional methods, materials, etc., and new or improved applications for training courses and programs to assess their quality and effectiveness. He/ she advises and makes recommendations and decisions in establishing priorities among actions or administrative matters required to be undertaken by the Service Chief. He/she develops reports through analysis, using data/statistical results for program/project initiatives, and tracks/monitors project deadlines. The incumbent provides input and oversight to other MVAMC, VISN, and National initiatives and personnel, including Health Systems Specialists, Business Managers, Budget/Program/Management Analysts, Physicians, Dentists, Nurses, Patient Care Assistants, Dental Hygienists, Dental Assistants, Social Workers, Medical Support Assistants, and Clerical Support Positions. Assists the Service Chief in the management of all programs and elements of Medical Center operations and administration related to their service area. Provides and manages all Human Resources requirements for the service to include staffing. Ensures compliance with VA directives, develops and writes policies, provides comprehensive resource allocation information, and is involved with decisions involving local, VISN, and National organizational funds, including special requirements in preparing and forecasting annual and cyclic budget documents. Consolidates submissions received from subordinate units. Supervises Program Support Assistants and Medical Support Assistants. Responsible for the Dental Service adhering to national and local scheduling, telehealth and infection control standards. Other duties as assigned by the Dental Service Chief. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert-level knowledge of VA dental eligibility, be able to respond to inquiries and/or determine Veteran's eligibility status, but also teach others. The employee must also possess expert level scheduling, clinic profile management and program analysis capabilities. Must have background to manage all dental residency personnel requirements and coordinate with Office of Academic Affiliations (OAA),local Designated Learning Officer, local Education Service and American Dental Association/Council on Dental Accreditation standards. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Ph.D. or equivalent doctoral degree ,or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This work is primarily sedentary, although some slight physical effort may be required. The incumbent must be able to travel to any site within the MVAMC Medical Care system.
