The primary purpose of this position is to serve as a command headquarters level senior air transportation mobility operations specialist as POC and HQs AMC/A3 Capabilities Based Planning (CBD) expert.
Duties
Serves as a senior command technical expert and focal point for air transportation /mobility operations policies, operations, plans, requirements and capability based planning issues.
Leads or participates as a command air transportation/mobility operations technical expert in interagency groups to resolve problems regarding CBP and the associated issues.
Isolates, identifies and defines critical challenges to effective long-range air operational strategy concepts and plans.
Represents the command at meetings.

- Rated Air Force aviator experience ( e.g., pilot, navigator) is highly desired
- May travel by military or commercial air to conferences, meetings, or other functions away from the duty site
- Must be able to obtain and maintain a Top Secret Clearance
Qualifications
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Expert knowledge of Air Force transportation/mobility operations policies, concepts, principles and methodologies applicable to air transportation/mobility operations under peacetime and wartime conditions. expert knowledge of Air Force transportation/mobility operations policies, concepts, principles and methodologies applicable to air transportation/mobility operations under peacetime and wartime conditions. Expert knowledge of organizational missions, objectives, and procedures; the relationship with and support requirements of other program areas, and the regulatory framework in which the transportation/mobility operations program operate. Knowledge of Air Force and DOD air transportation/mobility operations policies, procedures, data systems and programs as they relate to command goals and objectives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of air operations to include AMC weapon systems, aircrew requirements, en route infrastructure, and employment of mission support forces.
2. Knowledge of Air Force and DOD air transportation/mobility operations policies, procedures, data systems and programs as they relate to command goals and objectives.
3. Knowledge of the relationship of the various command entities involved in air planning and execution of military operations.
4. Skill in designing and conducting comprehensive studies, and preparing/presenting solutions to especially broad, important, and severe military operational and contingency areas.
5. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
