This position located in the Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Healthcare Network (VISN 6), at the Fayetteville VA Medical Center (VAMC). The incumbent serves as the Program Specialist for Prosthetic Services. This work includes personnel management/administration, budgeting and financial management, procurement and contracting, property management, customer service for patients, and/or ordering offices and patient supplies.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position, you must have served 52 weeks at the GS-07. For a GS-07 position, you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: To qualify for the GS-301-09 based on specialized experience: You must have one (1) year of specialized experience at the GS-07 level or equivalent for this position. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. The incumbent provides administrative and technical support to Prosthetics service and has direct accountability to the Chief, PSAS. The incumbent serves as the Program Specialist for Prosthetic Services. Under the direction of Chief, Prosthetics & Sensory Aids (PSAS) is responsible for coordinating administrative activities of the Prosthetics Service main campus and its functional units (Health Care Center and Community Based Outpatient Center). This work includes personnel management/administration, budgeting and financial management, procurement and contracting, property management, customer service for patients, and/or ordering offices and patient supplies. Responsible for a wide variety of analysis functions in support of Prosthetics Service including but not limited to financial analysis reports regarding strategic planning, workload capture and data validation processes. Establishes, coordinates, plans and conducts training and training programs; provides resource analysis on outpatient activities; and facilitates operational process and system improvements. Manages administrative requirements for the organization. To qualify for the GS-301-07 based on specialized experience: You must have one (1) year of specialized experience at the GS-05 level or equivalent for this position. This Program Specialist, GS-0301-07, PD# 02894-O, position is being established as a career ladder position to Program Specialist, GS-0301-09, PD # 02895-O. At this level, the work will be performed with more supervision and guidance. Appropriate on-the-job training will be provided as required and the incumbent must meet the entire requisite job training in order to be promoted to the next higher level. At this level the incumbent uses a number of guidelines that are directly applicable to the assignment, prescribe established procedures and techniques, and provide clear precedents. Situations to which the existing guidelines cannot be applied or that require significant deviations are referred to the supervisor. Work at this level consists of easily distinguishable tasks with a series of related steps or processes and the incumbent chooses from various alternatives by recognizing differences among a few easily distinguishable situations while exercising judgment regarding the most appropriate approach that meets with established procedures and practices. The work involves applying specific rules, regulations, or procedures to issues that affect the overall accuracy, quality, and timeliness of the final work products produced by the Service staff. NOTE: The existence of a career-ladder position does not guarantee promotion to the next higher grade. Promotion is based upon a number of factors, including, but not limited to, the existence of sufficient higher-level work to justify the need for the position, the incumbent's satisfactory performance of duty, and the supervisor's recommendation. OR, To qualify for the GS-301-09 based on education: You must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. To qualify for the GS-301-07 based on education: You must have one (1) full year of graduate level education or must have a bachelor's degree with Superior Academic Achievement (S.A.A.). OR, To qualify for the GS-301-07/09 based on combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is mostly sedentary, performed in an office setting but does require some periods of walking, bending or carrying bulky files.
