Duties
This Program Analyst position is located in HC Services, Systems and Data Analysis Division, Human Capital, Enterprise Support, Transportation Security Administration. Duties include but are not limited to:
Provides system security access maintenance to TSA and authorized contractor personnel. Maintains master access request workbook and provides status of outstanding and completed requests to branch leads.
Provides responses to complex requests for data and information from internal and external TSA Human Capital data consumers including reported data derived from current and historical personnel, payroll and benefits data sources. Utilizes reporting tools such as Microsoft Access, Excel and Business to execute and develop routine and customized reports and inquiry results for HC data customers.
Utilizes the National Finance Center (NFC) system to research and analyze issues that impact Human Capital policies that apply to the TSA workforce. Evaluates research results while identifying trends for overall program efficiency and effectiveness.
Supports the area of coordination and testing Human Capital Policy modifications within the NFC Systems and subsystems (NFC Payroll Personnel System, EmpowHR Front-End, EPIC, NFC Reporting Center, Employee Personnel Page). Ensures branch leadership is informed of the status of operations of NFC systems and subsystems.
Monitors organizational and system changes surrounding updates (new additions, changes and deletions) to organization codes and organizational structures represented in NFC and subsystems.
Coordinates resolutions of reported system issues and/or equipment failures that ensure minimum impact to the day to day operations of ServeU. Contacts NFC upon reports of system issues and provides resolution strategies to the NFC technical managers.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Experience retrieving data from TSA HR Information Systems (i.e. eOPF, NFC, ServeU, USA Staffing) in order to analyze issues, generate documents and provide status reports; AND
Experience utilizing reporting tools such as MS-Access, MS-Excel, Business Intelligence Reporting tools , etc. to develop routine and customized reports for TSA leadership.
Providing recommendations on HR Information System discrepancies (user issues) in order to respond to inquiries and provide TSA leadership with status updates.

Experience utilizing reporting tools such as MS-Access, MS-Excel, Business Intelligence Reporting tools, etc. to develop routine and customized reports for TSA leadership.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
